About DRC

The programme also aims to identify and build synergies with DRC´s Economic Recovery sector to facilitate durable solutions and Humanitarian Disarmament & Peace Building activities to enhance to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations.

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for new colleagues to join our Emergency, Protection, Assistance and Coordination Team, a multifunctional team of senior Emergency Response Specialists deployable within 72 hours to support DRC Kenya program respond to emergency situations.
Overall purpose of the role:
Ensure the quality of the implementation and follow up of all technical aspects of emergency activities being implemented by DRC and local partners.
Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities
Sector responsibilities: Multi-sector, life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, camp management, water, sanitation and hygiene and food security, covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities.
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.
Duties & Responsibilities:
Programming & Operations
Ensure organization and implementation of emergency activities by partners, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles;
Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
In collaboration with partners, participate in various field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming;
Monitor and evaluate ongoing distribution activities by partners and report on unmet needs and gaps;
Support partners in ensuring equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan, tribal and religious affiliations;
Support beneficiary’s identification, assessment and selection processes by partners with appropriate tools and SoPs;
Produce distribution reports and analysis;
Ensure collection of data is up to date;
Set-up community committees and provide appropriate training so that committee members understand their roles and responsibilities;
Undertake filing of all means of verification related to the distribution of cash and vouchers.
Ensure quality of data coming from partners and other DRC activities.
Representation:
Represent DRC in relevant fora;
Coordinate and maintain constructive relationships with local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
Ensure DRC’s principles and approaches to emergencies are integrated into the response;
Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.
Monitoring and Evaluation:
Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
Regularly monitor project activities and provide timely inputs and feedback to management;
Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.
Logistics/Finance:
Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
Support in the reconciliation of financial reports by the partners.
Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
Initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner.
Experience and Technical Competence
Minimum 2 years of practical experience in sector area working for an INGO or similar organization
Field experience in the Area
Experience working with Cash and Voucher programming
Excellent skill in MS Word, Excel, and PowerPoint.
Education
Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification
