Job Summary

To enhance the capacity of WHO CO in Afghanistan to fulfill its leadership role for effective response to the health impacts of humanitarian crisis in Afghanistan, and to provide the necessary technical support for the implementation of the WHO new framework for humanitarian response in support of the national health emergency response mechanism led by the Ministry of Public Health (MOPH)

Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):

The mission of WHO’s Health Emergencies Program is to help countries, and to coordinate international action, when needed, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and other public health emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):

Under the overall guidance of the WHE Team Lead and direct supervision of the Emergency officer: S/he works fully independently and requires decision-making skills, as well as strategic and complex thinking to reach conclusions and recommendations. The incumbent coordinates activities in the designated areas and may supervise directly a team of Special Service Agreement holders.

Duties & Responsibilities

Leads the development, planning and implementation of appropriate preparedness and emergency activities in the designated area, achieving results such as:

  • Assessment of public health risks and vulnerabilities in selected communities in identified priority districts.
  • Formulation of strategies and work plans for Health sector and WHO’s emergency response operations.
  • Supervisory and monitoring visits and assessment missions to the field, incl. submission of mission reports and following up on the agreed mission recommendations.
  • Supervision of emergency outbreak interventions in the designated area
  • Coordination and smooth functioning between the operational and Technical/programmatic components, including establishment of clear lines of communication
  • Design of data collection methodologies and research related to programme interventions.
  • Compliance between project monitoring arrangements with project agreement and, in particular, ensuring that the provisions of this agreement are fully observed in the design of project M&E.
  • Establishment and maintenance of information networks at the national level to facilitate humanitarian information exchange and the promotion of data and information sharing protocols, in particular those developed and endorsed by the Inter-Agency Standing Committee.
  • Technical guidance to MOH in rolling out early warning surveillance (EWARN) systems in the context of the humanitarian response to crisis and other emerging challenges.
  • Supervision of the health cluster mechanism in the designated area country and coordination with MoH and health partners on identifying needs and gaps during the implementation of health emergency response.
  • Participatory monitoring of activities carried out by the health partners in targeted districts by visiting and observing their activities at the field level and their office level by reviewing their activity reports.
  • Establishment and implementation of coordination mechanisms to ensure the concerted approach of WHO in all areas and at all levels in the emergency response operations.
  • Contributes to the identification, selection and management of Implementing Partners to deliver health emergency programs at country level

Manages awareness campaigns, communication, and training initiatives as well as other health promotion activities, achieving results such as:

  • Mentoring health officials at MOH, Departments of Health and health facilities in data collection, analysis, case definition, verification, outbreak investigation, notification, reporting and documentation.
  • Identification of training needs for respective target audiences and development of comprehensive plans for capacity building.
  • Development of health education materials and distribution among target community groups.
  • Organisation of health education and health promotion activities aimed at improving the health situation, including hygiene promotion.
  • Refresh knowledge on concepts of surveillance, incl. passive and active surveillance types, use of EWARN, Health Information System and surveillance information on decision making process and the differences of each system and usage of systems.
  • Support the organization and the follow up on the training workshops for NGOs providing health services
  • Plan and contribute to capacity building of human resources through on the job training and organizing and conducting training workshops

Develops donor reporting tools and facilitates funding management, achieving results such as:

  • Usage of surveillance information for better communication and advocacy for programme implementation and fund raising.
  • Development of new funding applications and tools.
  • Close follow-up on financial matters related to implementation of WHO supported activities at state level.
  • Facilitation and promotion of mobilization and coordination of resources with a broad range of UN Agencies, international, governmental and non-governmental organizations/institutions, identifying needs, resources and gaps, and facilitating deployment arrangements,
  • Monitoring health sector fund, and resource mobilization mechanisms at the country level.
  • Contribute to the preparation of concept notes and project proposal to be submitted to international donors
  • Supervise and coordinate projects and awards referring to surveillance, to guarantee the achievement of expected results in compliance with donors’ rules

Educations:

Essential:  First level university degree is required in medicine.

Desirable: Studies in emergency response or disaster management in the context of public health or in communicable/infectious diseases

Experience:

Essential:  At least 5 years of experience required in health sector coordination in health sector coordination with emphasis on emergency response relief and /or the management of epidemic-prone diseases, and Disease early Warning System, outbreak Field investigation. Excellent skills in the assessment, surveillance and monitoring in the context of emergency situations, with the ability to conceptualize and implement innovative strategies and promote their implementations. Tact, discretion and ability to promote consensus

Desirable: Experience in capacity building, developing and promoting collaborative partnerships. Experience or sound knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organization/agencies, international institutions or NGOs

Languages: Very good knowledge of English and the local language.

IT Skills:

  • Good knowledge of Microsoft applications
  • Knowledge of ERP/Oracle applications is an asset
