Job Profile

The Emergency Programme Officer will provide support, guidance, and capacity-building to local partner organisations in implementing CAFOD & Trócaire in Partnership (CTP) emergency response, early recovery, and development programmes in Renk, South Sudan. This role plays a key part in delivering effective and high-quality humanitarian assistance, recovery programming, preparedness, and risk reduction through CTP and partner programmes.

A core element of CTP’s humanitarian response is working closely with partners, offering support and expertise while strengthening their long-term capacity. The postholder will be responsible for contributing to the planning and coordination of emergency response, early recovery, and long-term development programming, ensuring the quality implementation, delivery, and monitoring of programmes. Additionally, the role will involve representing CTP in Renk.

Key Responsibilities

Programme Management and Capacity Building (40%)

Provide hands-on support to partners in the field during critical phases of project and emergency response implementation.
Support with the development and strengthening of partners’ capacities in areas such as project cycle management, MEL, reporting, financial management, and safeguarding.
Support partners in the day-to-day implementation of project activities, involving project participants and key stakeholders.
Produce regular situation reports (sitrep) on the humanitarian situation and share them with CTP management.
Support partners in adaptive management by applying learning to improve current and future programming and enhance their organisational capacity.
Support partner staff in conducting needs assessments, gap analyses, and scaling-up efforts in line with CTP’s long-term work in Renk.
Managing effective relationships (20%)

Develop, nurture, and manage relationships with CTP and other stakeholders, adhering to the principles and standards outlined in CTP’s Partnership Policy, guidance, and tools.
Regularly assess the quality of CTP’s relationship with partners, ensuring effective communication channels are maintained and addressing any shortcomings.
Provide appropriate recommendations to ensure partners have the tools and support needed to successfully implement their capacity development plans.
Programme quality, systems and standards (15%)

Support partners in ensuring that participant selection and targeting are based on needs and vulnerability.
Provide technical support and guidance to partner staff for the delivery of high-quality emergency response, early recovery, and long-term development programmes.
Coordinate and ensure high standards of training and technical support are provided to partner staff and community-based groups involved in the programme.
Collaborate with CTP technical teams to integrate and mainstream community-based disaster risk reduction (CMDRR), resilience building, protection, and other cross-cutting themes into programming.
Representation and communication (25%)

Facilitate linkages and promote networking between partners, CTP, and other relevant like-minded organisations to enhance partnerships, create synergies, and add value, strengthening CTP’s programme coordination and influence.
Collaborate with partners’ teams and other local actors to ensure representation at relevant Cluster forums at County, State, and, where delegated, National levels.
Support partners with content gathering (photos, videos, case studies, and human-interest stories) to highlight the plight of vulnerable people and CTP’s corresponding action, contributing to fundraising initiatives.
Explore, build, strengthen, and promote relationships with sister agencies and agencies of strategic importance concerning Emergency Response interventions.
Foster and strengthen coordination with local government authorities, target participants, and their communities.
Accountability

The post-holder reports to the Programme Manager – Resilience and Economic Opportunities and will work directly with partners and other CTP staff.

Safeguarding

All CAFOD staff share responsibility to promote and maintain a strong safeguarding culture, including identifying the key actions they should take given their role and responsibilities.

Your role is responsible for ensuring that the programming work you are accountable for is safe, accessible, dignified and inclusive, providing ongoing support and follow-up to our partners in this area.

Job Specific competencies

BA/BSc in a relevant field, such as Development Studies, Anthropology, Social Sciences, Project Management, etc.
At least four years’ of humanitarian experience, particularly in South Sudan.
Strong people management and project management skills.
Experience in effectively utilising project cycle management tools to deliver work projects.
Experience in social inclusion, including the mainstreaming of gender, disability, child protection, and age considerations for affected populations.
Proven success in designing and implementing humanitarian programmes using community mobilisation and participatory approaches.
Ability to collaborate with partners and communities to drive positive change in remote and resource-poor environments—first-hand experience is essential.
Demonstrated ability and enthusiasm to build the capacity of partner staff and local communities.
Ability to produce timely, accurate reports and write compelling proposals.
Demonstrated experience working with disaster-affected communities, such as refugees, returnees, and vulnerable host populations.
Experience in monitoring and evaluating capacity-strengthening initiatives.
Experience working with partnerships is an added advantage.
Fluent in written and spoken English and spoken Juba Arabic.
Ability to conduct quality risk and conflict analysis and integrate it into programme monitoring and strategy
