Job Description:

Job Summary:

District Engineer is responsible for overall Survey & implementation of construction/rehabilitation work in the target locations of this project. S/He will be also responsible for providing technical support to the field team to ensure all construction/rehabilitation work of project infrastructures are well maintained and have smooth progress as per project timeline and requirement and timely reporting on progression.

Job Responsibilities :

Tasks 

  • In consultation with local authorities and beneficiaries identify sites and target households for water supply projects and ensuring establishment of water management committee (WMC) for project sustainability and proper operation & maintenance of infrastructure.
  • Monitor/supervise construction work in the field and ensure they meet the project objectives in terms of quality of work and within the agreed timelines.
  • Ensuring adequate technical oversight, including assessing the impact of engineering interventions on habitats, is provided in site selection, survey, and feasibility of the proposed sub projects before finalization of the proposals.
  • Providing technical assistance to skilled labor, monitoring from each stage of subproject during its implementation period. This includes support and oversight for procurement and financial issues.
  • Ensuring that the implementation schedule, the quality of the procured materials in the site and other details of the subproject(s) are as per the Approved MRF and proposals.
  • Ensuring that site plan, section, details, and all required maps are completed and prepared as per site condition. In this process, impact assessment of the project element on human and eco system to be considered.
  • Take all the necessary measures to maintain positive working relationships and a good environment upholding the rule of safety first to prevent accidents.
  • Prepare the drawing details, BoQ and technical design for the sub projects and monitor the construction as per the approved design & BoQ.
  • Contributes to project learning, working with Provincial engineers to ensure that gaps in the evidence base are identified and that project learning and results are captured and shared with the broader project team and other stakeholders.
  • Collaborates with the Women’s Rights Manager to ensure that gender is meaningfully mainstreamed throughout water services activities.
  • Timely monitoring must be done with proper reporting and recommendations.
  • Check construction materials in the field before the implementation of the project.
  • Reporting the project progress which is under construction to Line Manager and Project coordinator.
  • Perform any other duties as required by the line manager.
  • Any other task assigned by line manager on time to time.

Job Requirements:

Education & Training:

  • Bachelor’s degree in civil engineering, or equivalent

Training certificates in Engineering software are strong assets for the role.

Experience:

  • Minimum of 3 years of relevant professional experience, including applied experience in Survey & field implementation of projects.
  • Work experience with international / national organization.
  • Ability to work well with a range of stakeholders, including project -affected peoples, government officials, international and Donors

Technical Skills :

  • Experience working with I/NGOs will be preferred.
  • Excellent knowledge of community development and social environments.
  • Willingness to travel throughout the project area as required.
  • Proficiency in the most common computer software, including word processing and excel spreadsheets.
  •  Ability to deal with difficult, often frustrating work situations.
  •  Gender sensitivity.
  •  Commitment to support/develop project staff and rural communities’ capacity.
  •  Personal integrity and a sense of humor.
  •  Knowledge of personal strengths and weaknesses.
