Setting up and Reporting
This position is located in the Engineering Section of the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the “E” category and as a non-family duty station. The environmental engineer will report directly to the Chief Engineer or his/her designate.
Responsibilities
Within delegated authority, the Environmental Engineer at this level will be responsible for the following duties: Administration: • Prepares environmental engineering budget of the mission, including raising of requisitions to purchase equipment. • Identifies contractors and environmental consultancy services. • Draft responses to both internal and external audit observations on engineering tasks and activities in the mission. Planning: • Evaluates, reviews and revises project documents and analyses design specifications included in project proposals for accuracy, soundness, feasibility and cost. • Analyses and advises on planning, design, construction and maintenance of environmental systems and services and other environmental engineering activities needed to support the logistics of the mission. • Recommends solutions to environmental engineering problems. • Develops environmental engineering policy and environmental guidelines for general planning and maintenance of environmental programmes. • Keeps abreast of environmental issues through relevant literature with a view to keeping up with improved methods and equipment. • Develops strategies and work plans to ensure the effective integration of environmental works. Implementation: • Leads efforts of team studying critical problems relating to design or construction of environmental systems and equipment. • Makes recommendations for resolution of problems in environmental specialized areas. • Contributes to the management of the Environmental Unit by (a) providing leadership to environmental officers and national staff, setting objectives and targets with them, monitoring and appraising their performance, identifying their training needs and facilitating teamwork and high productivity, (b) managing all non-human resources of the environmental programme in the most effective and efficient way. • Maintains close contact with Governments, delegations, senior officials of the UN, UN system organizations, United Nations Environment Programme (UNEP) and non-governmental organizations (NGOs). • Facilitates contacts between the mission support and the aforementioned organizations, and extensively travels to all areas across the mission area. • Performs other related duties as assigned by the Chief of the Engineering Section.

Requirements
Education
Advanced university degree (Master’s degree or equivalent) in Environmental Engineering or related fields; including water and waste management. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in scientific and engineering aspects of environmental engineering or related fields is required. Knowledge of methodologies for project planning, execution and evaluation of environmental engineering compliance standards is required. Environmental engineering experience in international peacekeeping, post conflict environment, field or military operations is desirable. Experience in reviewing and revising project documents, analyzing design specifications included in project proposals and preparing relevant reports is desirable. Experience with SAP ECC (ERP Central Component), and SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required.
