1. General context
The United Nations Office for Project Services (UNOPS) is a United Nations operational arm supporting the effective implementation of its partners’ humanitarian, peacebuilding, and development projects. In line with its mandate, UNOPS is a central resource of the United Nations and provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and UN entities. With more than 7,000 staff members in 80 countries, UNOPS provides its partners with logistical, technical, and management capacity based on identified needs. The organization simultaneously implements approximately 1,000 projects for its partners annually, contributing to the achievement of results on the ground, often in some of the world’s most challenging contexts.
2. Background Information – WAMCO
Located in Dakar, Senegal, the UNOPS West Africa Multi-Country Office (WAMCO) has established strong working relationships with West African governments and international partners over the years. It provides technical support for their strategic development activities in the areas of elections, procurement and capacity building in procurement, environmental protection, and infrastructure construction and rehabilitation.
In Niger, UNOPS established its office in 2017 and has since been supporting the Government of Niger and several technical and financial partners in the implementation of activities related to project management, the provision of technical assistance, institutional capacity building, sustainable procurement and the rehabilitation and construction of various types of infrastructure.
It is within this framework that the UNOPS Office in Niger wishes to recruit an Environmental Engineering Technician – Specialist according to the conditions, qualifications and requirements indicated below. This staff will be based in Niamey with frequent travel to Maradi and Zinder.
The Environmental Engineering Technician – Specialist must support the project in monitoring and supervising the execution of infrastructure works in accordance with the environmental and social requirements of the World Bank and UNOPS.
Education
- A Master’s degree in environmental science, or natural resource management, or community development science or any other similar discipline is required
- A Bachelor’s degree in Environmental Science, Natural Resource Management, Community Development Science, or any other similar discipline with two additional years of work experience may be considered in lieu of the Master’s degree.
- At least 5 years of professional experience in conducting environmental and social assessment and management studies within community-based projects/programs
- Infrastructure experience is an asset
- Previous work experience with the United Nations or an international organization on environmental management and social development issues would be an asset
- Experience in monitoring and controlling environmental management service contracts would be an asset
- Good knowledge of facilitation and communication techniques is an asset
- Familiarity with applicable national and international legal texts relating to environmental protection is an asset
- Familiarity with World Bank operational environmental policies would be an asset.
- Perfect command of French is required.
- Knowledge of English would be an asset.
