The International Rescue Committee (IRC) responds to the world’s worst humanitarian emergencies and helps people affected by humanitarian crises, including the climate crisis, survive, recover, and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC works in more than 50 countries to make a lasting impact by providing healthcare, helping children learn, and empowering individuals and communities to become self-reliant, always seeking to address the inequalities faced by women and girls.

The humanitarian crisis in Venezuela continues to worsen, with approximately 19 million people, 66% of the population, in need of humanitarian assistance. More than 7.7 million Venezuelans have emigrated to meet their basic needs, marking an unprecedented migration crisis in Latin America and one of the largest displacement crises worldwide. Colombia, which has received at least 2.9 million Venezuelan refugees and migrants, also faces multiple challenges, leaving some 8.3 million people with significant humanitarian needs. This situation has resulted from the combination of various factors such as armed conflict, climate variability, the latent impact of COVID-19, inflation, and institutional limitations in dealing with both the internally affected population and the massive influx of refugees and migrants.

 

The IRC, together with a large number of local partners, has responded to this situation by providing services in the areas of health, protection, education, and economic recovery and development in Norte de Santander, Valle del Cauca, Cundinamarca, Antioquia, Nariño, and Bogotá. In Venezuela, the IRC implements its programs through local organizations in the areas of health, education, food security, and protection. To date, the IRC has served 576,699 people in these countries.

 

Job Overview:

 

The Economic Recovery and Development Assistant will support the effective implementation of economic recovery, livelihoods, and cash transfer activities and strategies within the Humanitarian Assistance and Early Recovery program. They will work closely with IRC ERD Program Officers and Senior Program Officers, ensuring the smooth execution of activities as planned. They will report directly to the Program Officer.

 

Main responsibilities :

  • Conduct surveys to ensure the selection and registration of participants according to defined criteria.
  • Support client approach, targeting, and characterization activities.
  • Support logistics processes, including purchasing and item forecast review.
  • Comply with the guidelines for the correct performance of characterization activities.
  • Support the logistics of humanitarian assistance characterization and delivery activities, including resource planning and space organization.
  • Implement teaching methodologies for children who accompany the adult participants in the program.
  • Execute work plans to ensure the effective implementation of cash transfer and livelihood activities.
  • Schedule and report activities to the line officer.
  • Contribute to knowledge management by collecting and disseminating lessons learned and best practices.
  • Stay up-to-date on developments related to livelihoods and cash transfers.
  • Complete checklists and report problems to immediate supervision.
  • Support the implementation of the program’s technical activities.
  • Identify entrepreneurs for the project, ensuring quality and timeliness in the process.
  • Develop methodologies and tools for small businesses.
  • Properly manage databases on the financial support provided.
  • Track and monitor programmatic activities.
  • Maintain standards of quality and innovation.
  • Participate in scheduled training activities.
  • Conduct pilot tests or validations of methodologies.
  • Collaborate in market analysis and strengthening of market systems.
  • Provide guidance to beneficiaries on the intervention strategy and basic financial management.
  • Coordinate the logistics of activities with partners and the IRC supplies department.
  • Work with other sectors of the IRC to prioritize vulnerable cases.
  • Execute work plans and schedules in coordination with the team.
  • Identify needs and develop projects to serve groups affected by the Venezuelan crisis.
  • Perform other duties assigned by immediate supervision to enable and develop IRC programs.

Job Requirements:

 

Education: Technician , Technologist or university students in the final semesters in areas of knowledge related to business administration, economics and finance, education, humanities, social sciences, social work, marketing and commerce, human rights and related fields.

 

Work experience:

  • At least one year of work or volunteer experience, preferably with an NGO in research, community service, and/or surveys.

 

Demonstrated skills and competencies:

  • Understanding or sensitivity to community work or work with vulnerable populations with humanitarian needs.
  • Microsoft Office management.
  • Effective communication skills.
  • Excellent interpersonal and teamwork skills.
  • Strong ability to organize work, meet deadlines, maintain composure, coordinate multiple tasks, and maintain attention to detail.

 

Work environment:

  • Changing work environment.
  • The geographical presence and movement of workers and the scope of the program may change as the program grows.
