About ORCD:

Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2010 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country.

In the view of the present challenging environment, there is a crucial need that to establish a strong Afghan Women Network which will be the only major source for joint advocacy for the successful implementation of projects aimed at addressing the women’s issues.

OBJECTIVES

The main objective is to encourage CSO engagement in addressing GBV by enabling them to strengthen the existing network called Essential Services Network (ESN) for effective partnership between CSOs and Communities, governments and donors.

Specific Objective 1:

To develop partnership or network mechanism of CSOs

Specific Objective 2:

To empower CSOs for effective interaction and networking with governmental, communities and donors.

MAIN ACTIVITIES

Activities for specific objective 1:

Activity 1.1 Establishing and strengthening Essential Services Network (ESN)

Despite the large scale of the operation and the multiple players in GBV service delivery, there is no formal alliance for coordination, advocacy and information sharing amongst NGOs implementing WPCs and FGCs and other relevant GBV activities. Therefore, the great need is felt by all NGOs to establish an alliance with clear mandate. Essential Services Network (ESN)will be in response to the need to improve coordination of GBV delivery and proactive advocacy in Afghanistan and even at international level. The network will be registered with the Ministry of Economy and will sign MoUs with a number of stakeholders as needed.

Activity 1.2. Establishing of governance and management structure of the alliance

AWSN will be structured by three levels of managerial authority, the Board of directors, the steering committee, and the secretariat. In addition, the board of directors can assign Ad-hoc Committees or hire professional staff for specific assignments. The board of directors will be the only top decision-making authority within AWSN consisting all member NGOs who are granted permanent membership. The NGOs will be represented in the Board of Directors by one permanent representative, who would also hold a key decision-making authority within their respective NGO.

The steering committee will have 5 members selected by AWSN Board of Directors for a period of one year. The selection can be based on self-nomination or nomination by other AWSN member organization, decided by Board of directors by simple majority of the present members.

AWSN will be supported by a team of employees in the secretariat which will take care of day-to-day activities of the alliance. The secretariat will be comprised of program and support staff. The secretariat will report the Steering Committee (SC) and will be supervised by chair of SC.

Activities for specific Objectives 2:

Activity 2.2 To organize orientation session on the newly developed mandates of the [de facto] Government of Afghanistan including policies and strategies regarding women

AWSN will organize regular orientation sessions to all CSOs about all relevant policies and strategies developed or under development in the country. This will enable CSOs to take active participation in decision making and implementation of these policies.

Activity 2.3 To develop a mechanism for sharing of best practices and expertise amongst CSOs

A number of NGOs both international and national are working in GBV in Afghanistan with diverse expertise and experiences. The project aims to ensure the best practices are shared with each other organization and expertise are used to ensure quality services in the country. The activity will be achieved through establishment of online resource center and quarter newsletter that is accessible to all CSOs and other stakeholders.

Activity 2.4 Strengthening advocacy capacity of CSOs in Afghanistan

The project will aim to develop an advocacy strategy for CSOs/NGOs running WPC and FGC in the country. The CSOs will be oriented on use of this advocacy strategy. A number of meetings different concerned organizations will be held to ensure the role of CSOs are acknowledged and supported at all levels.

Job Requirements:

  1. Bachelor degree holder in Gender Studies, Law, international relations, political science, development or other relevant field, preferences will be given to Master degree holder
  2. Minimum five years of progressive experience working with INGOs/NGOs in the same field
  3. Demonstrated coordination experience in multi-agency forums
  4. Demonstrated leadership and management skills
  5. Significant experience in the development of advocacy, policy and key messaging documents
  6. Significant understanding of complex emergencies and crisis contexts
  7. Proven communication, public speaking, interpersonal and negotiation skills
  8. Good report writing and analytical skills
