Job Summary

Under the direct supervision of Exemption/ASYREC Project Manager, the incumbent will be primarily engaged in technical implementation of all the Exemption/ASYREC Project related activities in the UNCTAD Afghanistan, in consideration with rules and regulations defined by the United Nations

Duties & Responsibilities

1. Design, develop and implement the Computer Application Systems, modules and any software components needed to support the implementation of ASYCUDA Exemption and ASYREC System.

2. Develop Systems and module graphical interfaces, web modules, database modules, application reports and statistics, and any software components needed to deliver complete and functional applications Systems required by the ASYCUDA Exemption and ASYREC Systems.

3. Support performance of all necessary software maintenance, including coding, testing, debugging, upgrading and modifications of software required.

4. Promote design and implementation of Systems and software technical specifications based on business requirements.

5. Provide the necessary technical support and work on a team basis to all members of the ASYCUDA/ASYREC team to accomplish the software development and implementation tasks as required.

6. Prepare monthly & quarterly software project status reports describing the development of the project activities and any issues that may emerge, with conclusions and recommendations as required.

7. Apply software development methodologies as directed by Senior Executive to develop, implement and test Systems and software components.

8. Enhance the IT literacy level of the team members through formal training or coaching sessions, when required.

9. Contribute technical and professional knowledge and experience to improve ASYCUDA Exemption/ASYREC operations and technical platform.

10. Any other task assigned by the line Supervisor.

Competencies:

Monitoring and evaluation: Ability to travel to the provinces to monitor the progress of work or evaluate the data and prepare a report to the management.

Professionalism: Good technical, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; Proven expertise in use of IT-based tools used for exemption/ ASYREC systems, Ms. Office Package, Data base development, Jawa, C++ and required software; And ability to analyze project requirements.

Planning and Organizing: Proven ability to establish priorities and to plan, organize, coordinate and monitor their daily plan and provide advice and guidance to the management.

Creativity: Ability to actively seek to improve programmes/services, offer new and different options to solve problems/meet client needs.

Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Job Requirements

Job Location: 

Kabul with travels to the provinces (the official travel expense will be paid by UNCTAD.

Education: 

Bachelor’s degree in software engineering, computer science, IT, Social Science, Economics or other relevant fields is required.

Experience:

• More than Seven years of work experience is required in the field of IT management, database development, software development or other relevant field is required.

• At least 5 years of technical work experience in Customs automation and IT will be advantage.

Computer Skills: 

• Working knowledge and experience using Ms. Office Package, Data base development, Java, C++ and required software is required.

• Experience in operating the ASYCUDA Exemption

system is required.

Language Requirement: 

Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of document to local languages will be added asset.
