The World Health Organization (WHO) is the technical and coordinating authority for health within the United Nations system. It is responsible for providing leadership in global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical and implementation support and monitoring and assessing health trends. In Afghanistan, WHO works to improve the health and well-being of all Afghans by preventing and reducing mortality, morbidity and disability and strengthening health services in close coordination with national and international partners.
Job Summary
Afghanistan’s health system is highly dependent on Household Out-of-Pocket (OOP) spending and donor support. According to the Afghanistan National Health Account (NHA) 2021, the current health expenditure in 2021 is around USD 3 billion. The highest proportion of expenditure comes from household out-of-pocket (OOP), accounting for 77.2 % of current health expenditure (CHE). The second largest health expenditure comes from donors, which is 19.3%, and the third is the government budget allocated to health which is 3.3 % of Current Health Expenditure (CHE). After the political transition in Afghanistan, the economic status changed, which affected the health sector, especially health financing, and increased reliance on donor assistance due to the low government share of the total health expenditure.
Purpose of the Post:
To assess the technical capacity and guide the Health Economics and Financing Directorate (HEFD) team for resuming of Expenditure Management Information System (EMIS) functionality.
Duties & Responsibilities
This assignment is focused on resuming Expenditure Management Information System (EMIS) at functional level. The consultant should assess the technical capacity and guide the Health Economics and Financing Directorate (HEFD) team for resuming of EMIS functionality. The EMIS is a web- based tool designed to collect and report financial data related to health services within MoPH. It collects the expenditure data from the health facility level for detailed categories of Capital, Recurrent, and Staff costs which further detailed to salary, pharmaceuticals, stationary, training, renting, etc. Considering the mentioned details, the expenditure data can be drilled up/drilled down to each health facility, district, province, and national level. The EMIS was initiated in 2014 as a desktop-based application and upgraded to web based in 2019. This would be a continuous process of collecting the expenditure data throughout the health sector. The main objectives of EMIS are to improve financial accountability, and to ensure quality and comparability of the health expenditures. The EMIS is not functional since August 2021 due to limited financial support of this section . The data of 2021 and 2022 are missed in database.
Job Summary:
1. Asses the feasibility of resuming EMIS databases and its applications, and data analysis.
2. Provide training and practical manual to MoPH and other NGO that are engage in health service provision on EMIS
3. Mentoring the HEFD staff on EMIS data collection, analyzing and provision of report
4. Train HEFD staff on data visualizing process
5. Ensure that any confidential information is stored securely and provide with a back-up system
6. Make sure all above databases are logically linked with other operational databases in MoPH
Deliverables:
1. System officially launched by the MoPH
2. Training workshops held for all implementing partners and stakeholders
3. Use of EMIS began among NGO implementing partners, who are at different stages of preparing their financial reports
4. Plans developed for enhancement to a web-based platform, with offline functionality intact
5. Development of EMIS web-based platform is expected to be complete at the end of 2024
Job Requirements
1. Bachelor degree of computer science is must
2. Certification in Microsoft Certified MCITP Ms. SQL Server Database Developer and Database Administrator and Microsoft Certified Solutions Developer (MCSD) Web Application (preferable)
3. At least 2 years continuous relevant work experience in Management Information System Design and Development/Database design and development
4. Strong knowledge of SQL and SQL Server, practical knowledge of web application development (HTML5, JavaScript, CSS3, etc) and advance practical knowledge of Ms. Access and Ms. Excel
5. Fluency and good writing skills in English language and communication in local languages.
Criteria/ Procedure:
Screening of the candidates;
Long List – The candidates shall be long listed base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).
Short List – Further shortlist shall be done base on years of relevant experience, higher education and required skills.
Assessment method:
WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
