About Association for Aid and Relief, Japan (AAR Japan):
Association for Aid and Relief, Japan (AAR Japan) was found in 1979 in Tokyo, Japan. It is active in 15 countries including Afghanistan in various humanitarian aid programs.
AAR Japan set up its Afghanistan office in Kabul in January 2002.
During its 21 years’ commitment in Afghanistan, AAR Japan has been conducting Explosive Ordinance Risk Education (EORE) awareness activities, providing assistance for people with disabilities and conducting emergency assistance projects.
AAR Japan’s Explosive Ordinance Risk Education (EORE) Program, in coordination with the Directorate of Mine Action Coordination (DMAC) and the United Nations Children’s Fund (UNICEF), started in October 2003 in Afghanistan to develop media materials suited for use within the Mine Action Program for Afghanistan (MAPA) national activities and Community Based Mobile Cinema Projects throughout Afghanistan.
Today, AAR Japan conducts Emergency Food Assistance, Explosive Ordinance Risk Education and Disability Awareness Project with financial assistance from Ministry of Foreign Affairs (MOFA) of Japan and Japan Platform (JPF) and funds raised by general people of Japan.
Job Description:
Project Overview: AAR Japan is currently undertaking vital projects in Nangarhar Province aimed at supporting particularly vulnerable returnees through the distribution of food vouchers and, in Herat Province aimed at supporting particularly vulnerable earthquake victims through the distribution of food packages, and in Zaul Provinces aim at implementing Explosive Ordnance Risk Education (EORE) activities. These initiatives seek to provide essential assistance to households in need, enabling them to access nutritious food, improve their living conditions, and enhance their awareness and safety regarding explosive hazards in their communities.
Key Responsibilities: As a Field Assistant with AAR Japan, your duties will include a range of tasks related to both the distribution of food packages or food vouchers and the implementation of Explosive Ordinance Risk Education (EORE) activities. Your key responsibilities will include:
- Selection of Beneficiaries: Collaborating with local authorities to identify and verify vulnerable households eligible for assistance.
- Coordination with Stores: Assisting in the selection of stores for food voucher exchange, ensuring availability of essential food items and smooth distribution processes.
- Distribution and Monitoring: Facilitating the distribution of food packages or food vouchers to beneficiaries, ensuring adherence to guidelines and monitoring voucher usage at designated stores.
- Post-Distribution Monitoring: Conducting post-distribution monitoring activities to evaluate the impact of the project on beneficiary households and gather feedback for future improvements.
- Explosive Ordinance Risk Education (EORE):
- Assisting field officers in conducting EORE activities in assigned communities.
- Conducting EORE sessions in communities according to EORE guidelines, in close cooperation with field officers.
- Following up on the operational work plan while delivering EORE sessions.
- Setting up classes for EORE sessions in communities.
- Distributing educational materials to participants during EORE sessions.
- Conducting pre-post surveys based on schedule and assigned targets, ensuring data collection.
- Facilitating internal and external monitoring activities and reporting feedback to the Project Officer.
- Keeping records of daily, weekly, and monthly project activities.
- Reporting project implementation progress to the Project Officer.
- Maintaining close contact and coordination with teams.
- Ensuring maintenance of project-related equipment and materials.
- Performing clerical work as instructed by the Field Coordinator/Project Officer.
- Ensuring good communication and coordination with local communities, conducting community liaison in each village before starting project activities.
- Being responsible for the conduct of work of the driver assigned to the team.
- Briefing visitors and supervisors in the field regarding project work and community information gathered.
- Liaising, assisting, and coordinating with other EORE Instructors in the field, if applicable.
Job Requirements:
- Bachelor’s degree in a relevant field.
- Minimum of 2 years of experience.
- Excellent knowledge of liaison and communication, with the ability to effectively interact with various stakeholders, including local communities, authorities, and project teams.
- Teaching experience in the field, preferably with NGOs, showcasing the ability to deliver educational sessions and facilitate learning activities effectively.
- Strong teamwork capacity, with a proven track record of collaborating with diverse teams to achieve project objectives.
- Ability to work and act under pressure with minimum supervision, demonstrating resilience and adaptability in challenging environments.
- Willingness and ability to undertake long-distance and long-duration missions in Afghanistan, including remote areas.
- Computer skills will be an asset, including proficiency in Microsoft Office suite and data management software.
- Fluent in Pashto and Dari, (English – preferred)
