In Afghanistan, ARADA was officially registered in 2003 with the Ministry of Planning but in 2006 with the Ministry of Economy. ARADA has three decades of experience in emergency response projects as well as in development assistance and services to vulnerable Afghan people within Pakistan and Afghanistan.

Job Summary

The Field Monitor is a core staff of WFP Third Party Monitoring (TPM) Project to perform due diligence on data quality, analysis and reporting to ensure all projects at field level are implemented with required WFP humanitarian and Monitoring Standards.

Duties & Responsibilities

The Field Monitor will perform the following duties but not limited:

  • Under the direct supervision of the Team Leader and the general guidance of the DPM, the field monitor has the following duties and responsibilities:
  • Conduct gender-responsive assessments including pre-project assessments and emergency needs assessments of populations affected by natural disasters or conflict (internally displaced populations) and engage communities including women.
  • Conduct beneficiary verifications of different Programme activities i.e. emergency response, seasonal support, vocational skills training, etc.
  • Conduct and coordinate activity/progress monitoring, distribution monitoring as well as post-distribution monitoring for both food and cash-based transfers of all WFP project activities, in close collaboration with the WFP Field Office and stakeholders i.e. CPs, FSPs, government authorities, communities, etc. and come up with timely and quality monitoring checklists submitted in KOBO and MODA (WFP Corporate Data Collection Tool).
  • Conduct implementation monitoring of RFS, VST, TSFP, SF, CVI, and orphanage support project activities.
  • Conduct random financial monitoring i.e. salary distribution, and price verification items under SO2 projects as per the WFP-AO request.
  • Attend natural disaster assessment in a joint assessment team with WFP partners.
  • Collect data for program support including but not limited to food security assessments, market food prices, gender, Protection and Accountability to Affected Populations, nutrition surveys, RFS technical assessment, etc.
  • Follow up on the issues identified during the previous monitoring or site visit(s) that required follow-up and further actions and make sure that they are taken up with the relevant stakeholder i.e. CP, FSP, etc., and make sure that they are settled and resolved before becoming a bottleneck to the project.
  • Undertake post- Beneficiary assessment verifications/ spot- checks to verify if the most vulnerable population affected by natural diesters , conflicts and other crisis were selected by CPs in accordance with establish criteria by WFP.
  • Visit distribution sites and monitor food delivery, Quality, Quantity and storage condition .
  • Visit Cooperating Partners’ storage facilities and distribution points (hospitals, schools, etc.) and inspect these sites according to WFP’s food management standards. Technical advice on warehousing and food management should be provided to the stakeholders to build their capacity on proper food management.
  • Assist the WFP field offices and cooperating partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender-focused activities.
  • Identify relevant issues in the field and report them to his/her direct supervisor(Team Leader).
  • submit periodic field monitoring reports (process monitoring checklists, PDM forms, assessment forms , etc…) through WFP’s corporate tool e.g, MODA.
  • Perform other related activities as required and requested.

Job Requirements

KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS, AND ABILITIES REQUIRED

  • The successful candidate will be able to work without direct supervision, pay attention to detail, and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking, and problem-solving.
  • Successful candidate will be required to travel to the field areas or participate in field visits.

Qualifications& Education requirements:

  • Applicants must hold a graduate qualification in the healthcare sector, specifically in areas such as Public Health, Medicine, Nursing, Midwifery, or other relevant qualifications in the healthcare sector will also be considered.

Experience:

  • At least three years of progressively responsible experience , of which at lease one year was close related to Monitoring and evaluation.
  • Good knowledge of context , especially in terms of Security , and culture and having unimpeded access to all interventions’ areas relevant field office of WPF.

Abilities: 

  • strong knowledge of core humanitarian standards and awareness of Gender and protection of vulnerable groups.
  • strong analytical skills and ability to clearly synthesize and present findings ;
  • experiencing utilizing computer (Ms. word, Excel ,typing etc) and smart phone including work processing in knowledge on remote date collection using KOBO, ODK, MODA, etc.
  • Ability to speak fluently in both Afghanistan formal languages Pashto and Dari.
  • A good written and oral English.
  • Experiences in using digital data collection platforms that is MODA ,KOBO, ONA, etc.

Reporting Relationships: Reports to the Team Leader, and is accountable to Senior Management
