Job Summary

Under the general guidance of the UNODC Country Representative and designated supervisor, Social Affairs Officer, the Survey Monitoring Officer will facilitate, support, and monitor the overall implementation of all surveys undertaken by UNODC as part of AFGF98 project in Afghanistan. The Survey Monitoring Officer will also facilitate and support the CBARD Impact Assessment project to implement and monitor field surveys and activities and collect relevant socio-economic data from CBARD beneficiaries to better understand project

implementation and other required activities.

Duties & Responsibilities

  • Prepare work plan, ensuring the day-to-day management of the survey activities related to field data collection.
  • Organize, coordinate, manage and supervise field survey activities.
  • Work with UNODC Kabul and UNODC Tashkent teams to coordinate survey activities.
  • Engage in recruitment and training of surveyors for each survey.
  • Apply quality control methods for verifying all survey data including data analysis.
  • Monitor surveys’ implementation systematically through discussions and correspondence with the supervisor, surveyors as well as frequent site visits.
  • Maintain up-to-date records of survey-related documents.
  • Supervise, monitor, and report the activities to ensure the surveys are carried out according to the methodological approach.
  • Collect relevant field information for the design of survey questionnaires and methodologies.
  • Produce bi-monthly reports with up-to-date information from the field related to UNODC projects in Afghanistan.
  • Perform any other duties as assigned by the Social Affairs Officer or the UNODC Representative.

Takes responsibility for incorporating project objectives, ensuring the participation of project team members/supervisors and other support structures in all areas of work; fully proficient computer skills and use of relevant software and other applications, e.g., word processing, spreadsheets, database applications etc; ability to analyze project requirements and assist in drafting memos and reports in support of existing projects or for developing new ones. Knowledge of GIS application would be an asset.

Planning and Organizing: Proven ability to establish priorities and to plan, organize, coordinate, and monitor own work plan and provide advice and guidance to others.

Creativity: Ability to actively seek to improve programmes/services, offer new and different options to solve problems/meet client needs.

Communication: Proven ability to write and speak effectively and clearly. Listens to others, correctly interprets messages from others and responds appropriately. Understand the cultural context and tailor language, tone, style, and format to match the audience. Encourage two-way communication.

Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Job Requirements

Qualifications:

Education:

Bachelor’s degree in social sciences, political science, agriculture, or any other relevant field

Experience:

  • Three years of progressive work experience in field survey and data collection and research.
  • Experience in using GPS for data collection in field.
  • Work experience in using MS Word and Excel
  • Experience in online field data collection using standard applications.
  • Strong knowledge of work and interaction with farmers in rural areas of the country.
  • Knowledge about alternative development interventions in assigned districts and provinces.
  • Good contextual knowledge of local issues, organizational relationships, social and cultural constraints and realities, and environmental conditions.
  • Working experience in MS Word and Excel and ODK applications.
  • Strong organizational, interpersonal and communication skills.
  • Experience with government, UN organizations and donor agencies in Afghanistan is an advantage.

Language Requirement:

  • Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required. Translation of documents to local languages will be added asset.
