Position Description:

 

The AKF, Water Emergency Relief Project (WERP) Field Officer is responsible for the project implementation, supervision and monitoring of activities, and coordination with district authorities and relevant NGOs within the field office area.

He/she will conduct himself/herself both professionally and personally in such a manner as to bring credit to DACAAR and not jeopardize its humanitarian mission.

 

Responsibilities:

  • Prepare an action plan and make sure that all interventions and achievements within the target area are on the right track towards project objectives and goal.
  • Field Officer is responsible for overseeing the work of contractors and ensuring that they adhere to the terms and condition of the contract.
  • The Field supervisor should do regular supervision to monitor the progress of the work, ensure quality control, and address any issues or breaches that may arise.
  • The Field Officer should report any breaches or significant matters to relevant higher-level personnel, such as the Field Coordinator, Regional Manager, Project Manager and Logistics Staff. This reporting allows for appropriate action to be taken to address the breaches and ensure that the project stays on track.
  • Coordinate the project activities with the Regional office, Project Manager, district authorities, liaise with the local authorities, local shuras, NGOs and donor’s representatives.
  • The Field Officer is responsible to do regular supervision of the project staff and addressing and solving the project and staff related problems, if any.
  • Check the quality of work and local materials provided by suppliers of different project interventions.
  • Oversee the correct use of DACAAR assets including vehicles/equipment and supervise regularly.
  • Oversee proper use of the cash and closely monitor the cash flow and expenditure of the project.
  • Mobilize communities to contribute their part to the project so that the communities are functioning well and participating in relevant project activities.
  • Observe the community contribution amount and keep track of figures and keep the CDCs informed through the relevant staff.
  • Inform project staff about all those decisions made by Regional, Program and DACAAR Senior Management.
  • The Field Officer should ensure the project staff plan and obtain the required approval before going on leave.
  • Facilitate human resources allocation to the project in relevant locations and consulate with the Field Coordinator, Regional Manager and Project Manager about the issue.
  • Conducting the assessment based on need, where IDP, vulnerable host community & affected people are settled.
  • Conducting the village survey based on the need for WASH projects on the district/ provincial level.
  • Site selection of well, stand post, latrine, bath, hand washing facility, based on need.
  • Preparing the assessment report, and sending the assessment report to the Field Coordinator, Regional Manager and Project Manager.
  • To ensure the quality of local construction materials purchased by the suppliers.
  • Prepare expense vouchers for the project.
  • Prepare monthly progress reports, stock reports, Time sheet, and attendance reports.
  • Prepare completion reports with all related needed documents and send it to the main office to enter into the WASH database.
  • Prepare a non-expendable stock report at the end of the project.
  • Ensure a suitable community-based mechanic/volvemen is selected, trained and tools are given for project sustainability.
  • Ensure the security of the camp and relevant staff.
  • Ensure that safety procedure is followed.
  • Ensure the engineering work of the project complies with design and standards.
  • The holder of this position must strictly follow the organization’s existing policies and procedures, and instruct the field staff accordingly.
  • Any other tasks given by the supervisor.

Job Requirements:

Education/ Qualification and Employment Benefits                                               

Education: Bachelor degree in Civil Engineering is required. But, Master degree in Civil Engineering is preferred.

Experience: Minimum Five (5) years of proven experience in WASH projects in NGO is required.

  • Ability in team working, Management skills and ability to proper planning, Organizing and implementing project activities.
  • Having skills of Strong reporting, effective communication problem solving and conflict resolution skills
  • Strong organizational skills with the ability to prioritize tasks effectively and supervision skills,

Languages: Oral and written fluency in (English, Dari, Pashto)
