Background
The IRC responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC was founded in 1933 through the advice of Albert Einstein to respond to the needs of people vulnerable to conflict around the world. Since then, it has expanded and evolved to become one of the world’s leading humanitarian organisations. In 2022, more than 1 million people benefited from IRC South Sudan programs and those of its partner organizations.
In line with USAID’s BHA Guidelines and the 2023 South Sudan Humanitarian Response Plan (HRP), the International Rescue Committee (IRC) and Humanity & Inclusion (HI) received funding from BHA to support a total of 192,212 individual beneficiaries (including 56,525 Internally Displaced Persons (IDPs)/Returnees, 20,202 Refugees and 115,485 host community members) in the counties of Juba, Koch, Panyijar, Pibor (Great Pibor Administrative Area – GPAA), Pariang, Rubkona, and Aweil West (Wedweil refugee camp) and Aweil East (Majonyinthiu) in four key sectors: Health, Nutrition, Economic Recovery and Market Systems (ERMS), and Protection. Of the 115,485 host community members that are being targeted by the project, 17,323 beneficiaries (15% of the total target host community) will be Persons living with Disabilities (PWDs). However, Pariang, Rubkona, and Aweil East are implementing Health and Nutrition only for the refugees and Returnees of the Sudan conflict.
The IRC is the prime implementer for the project’s 12-month duration (July 2023-July 2024). Proposed interventions in Koch, Panyijar, Pariang, Rubkona, and Aweil East are managed by IRC’s South Sudan’s Field Offices in Koch, Nyal, Ganyiel, Ajoung Thok, Bentiu, and Malualkon respectively and interventions in Juba are managed by IRC’s Main Office in Juba. IRC is utilizing community-based sensitization and service delivery models and targeted mapping to identify, administer, and strengthen multi-sectoral interventions in close collaboration with target beneficiaries. As noted under USAID/South Sudan’ strategy and detailed in IRC’s Juba Transition Strategy, the project employed a six-month transition strategy out of Juba and administered respective exit strategy activities in close collaboration with BHA and key partners to ensure sustainability of proposed Protection Interventions. Through this response, IRC partnered with Humanity and Inclusion (HI) support proposed Health and Protection interventions (Prevention and Response to GBV and Protection, Coordination, Advocacy, and Information) in Pibor in GPAA and Panyijar. HI complements IRC’s health service provision efforts in Panyijar by identifying synergies in health system support and building the capacity of health staff and community workers to deliver quality care in mental health and physical rehabilitation to support PWDs in regaining body functions lost due to medical conditions or injury. HI strengthens disability inclusion and mainstreaming in the intervention through training the health care workers on barriers hindering persons with disabilities /injuries access to life-saving health care services. To avoid duplication of services in Panyijar, HI implements the Protection component (General protection and GBV) in Pibor and surrounding counties. Both IRC and HI collaborate strongly on this aspect and utilize the referral pathway for effective service delivery.
Project Goal:
The aim of the project is to save the lives of conflict affected, food insecure IDPs, vulnerable host community populations, and distressed vulnerable individuals with and without disabilities through an inclusive and well-coordinated response in South Sudan. This will be achieved by increasing access to primary health care, nutrition, protection (child protection, general protection and access to justice, and GBV mechanisms), and improving the reach and quality of GBV response efforts through improved GBV coordination and GBV prevention and response and enhancing their quality of life through improved food security, purchasing power, and livelihoods opportunities. In alignment with USAID BHA’s mission to save lives, alleviate human suffering, and reduce the impact of disasters by helping people in need become more self-reliant, the IRC will administer comprehensive multi-sector and multi-site, humanitarian interventions which will allow vulnerable communities reeling from extended drought and recurrent humanitarian and climatic shocks in the counties of Koch and Panyijar in Unity State and Pibor in Greater Pibor Administrative Area, and Juba IDP sites (Camp 1 and 3) in Central Equatorial State (six month duration) to recover and regain control of their lives. In response to the ongoing conflict in Sudan which began on April 15, 2023, IRC will also scale up Health and Nutrition interventions in Unity State (Pariang and Rubkona) and Northern Bahr El Ghazal State (Aweil East).
Project Purpose:
The purpose of the project is to save the lives of conflict affected, food insecure IDPs and vulnerable host community populations in South Sudan by increasing access to primary health care, nutrition, protection (child protection, general protection and GBV prevention and response services), and improve the reach and quality of GBV response efforts through improved GBV coordination and GBV prevention and response, and enhance their quality of life through improved food security, purchasing power, and livelihoods opportunities. Key sectors of this activity are Health, Nutrition, ERMS, and Protection, and their respective purposes include:
Health: Improve the primary health care of vulnerable host and IDP populations through increasing access to life-saving health services in Panyijar, Koch, Rubkona, and Pariang (RAA) Counties of Unity State, Pibor (GPAA) County, and Aweil East of Northern Bahr El Ghazal State.
Nutrition: To Contribute to a reduction in malnutrition-related morbidity and mortality through increased equitable access to quality preventive and curative nutrition services for children under 5 and PLW in Panyijar County, Pamir, Rubkona in Unity State, and Aweil East in Northern Bahr El Ghazal State
ERMS: Enhance livelihood opportunities for vulnerable women and youth through the provision of alternative income, market and resilience strengthening support for conflict and disaster affected people in Panyijar County, Unity State.
Protection: Increase the safety of people in their communities and provide support when they experience harm through improved coordination of prevention and mitigation activities of GBV, child and legal protection services.
Project Outcomes
The expected project outcomes under each key sector are as follows:
Protection (General Protection, Child Protection, Women’s Protection and Empowerment (WPE) and GBV sub-cluster coordination): Increased safety and access to comprehensive protection and legal services to women, men, girls and boys when they experience harm.
Health: Improved health and well-being of crisis-affected populations, particularly women and children, pregnant and lactating women (PLW), and people with disabilities (PWDs).
Nutrition: Improved access to quality and effective treatment and preventive nutrition services for the most vulnerable children and Pregnant and Lactating Women (PLW)
ERMS: Vulnerable conflict and disaster affected people meet basic needs and avoid negative coping strategies, recover from shocks, and generate incomes and assets.
Objectives of Endline Evaluation:
The IRC is looking for an individual consultant to carry out an end of project evaluation for the evaluation and learning component for this project. This end of project evaluation is to test and determine whether the interventions and objectives of the project were achieved at its end.
The objectives of the evaluation include:
To evaluate the achievements of the project activities in relation to the goal, objectives, results, and targets.
To evaluate the effectiveness, efficiency, relevance, coherence, impact and sustainability of the interventions to achieve activity outcomes (OECD criteria for evaluation).
To identify best practices, lessons learned, strengths, and challenges in the activity design, including the Log Frame, and implementation for achieving project achievements.
Scope of the study and Locations:
The evaluation locations are Juba, Koch, Panyijar, Pibor (Great Pibor Administrative Area – GPAA), Pariang, Rubkona, Aweil West and Aweil East Counties. The target locations per sector are as follows:
Health: Panyijar County, Koch County, Pibor County (GPAA), Rubkona County, Pariang County, Aweil West and Aweil East County.
Nutrition: Panyijar County, Rubkona County, Aweil West and Aweil East County
ERMS: Panyijar County.
Protection: Juba IDP Camp (Camp 1 and 3), Panyijar County, Koch County and Pibor County (GPAA).
Methodology
The end line study methodology will include, but not limited to:
Review of project documents including project proposals, results framework and reports.
Present an inception report with detailed methodology and draft data collection tools.
Develop data collection tool and orient study team.
Facilitate and supervise data collection within quantitative and qualitative frameworks for the study.
Consultations with relevant stakeholders at sector, national, and state levels.
Analyze data and report preparation.
Ensure that lessons learned, and good practices are documented throughout the study.
Drafting report with relevant endline indicator achievement figures and ensure that they are complete, consistent and correct.
A PowerPoint presentation of main results highlighting important analysis and trends and updating the results framework.
Presentation of findings to the IRC team for validation and feedback/comments.
Incorporating feedback/comments and finalization of report
Study Duration
The endline study is expected to take a maximum of 40 working days including field work and report compilation period. The evaluation will be conducted from 1st July to 30th September 2023.
Deliverables
The consultant will be responsible to deliver the following:
Inception report detailing the evaluation design, work plan and instruments to be used.
Draft endline report submitted for review and comments.
Presentation of report for validation.
Final endline report that incorporates all comments from both Technical Coordinators and Technical Advisors, including a PowerPoint Presentation summarizing the final report and disseminate findings.
Annexes as required.
Qualifications
Qualifications
Advanced University degree (Master or PhD Level) in Public Health, Sociology, Social Sciences, International Development, Monitoring and Evaluation, Socio-Economic Studies, Development Economics or another related field.
Minimum of 5 years of relevant practical evaluation experience within three or more of the following areas: participatory methods; qualitative methods; social network analyses; social accountability; conflict prevention and peacebuilding; community participation and/or empowerment.
Demonstrated publication record of evaluations on related topics.
Demonstrated excellent analytical, writing and reporting skills, with a focus on accessible, actionable, practitioner-focused reporting.
Prior work experience in South Sudan is a strong asset.
Familiarity with humanitarian and conflict-affected settings
Fluency in written and spoken English required.
Ability and willingness to travel to implementation sites in South Sudan (subject to approval by IRC safety and security team, based on security situation).
