Requirements

Education

  • Essential: Minimum Bachelor’s degree in Accountancy, Finance, Business Administration, or a related discipline.
  • Desirable:
  • Professional accounting training or certification (e.g., CA-CC, CMA, CACC, ICAB, ICMAB) or any other recognized practical accounting qualification.
  • Master’s degree in Accountancy, Finance, Business Administration, or a similar field.

Additional Requirements

  • Essential: Minimum 4 years’ experience in relevant similar Managerial position.
  • Essential: Working Proficiency in English & Bangla language
  • Essential: computer literacy (word, excel and internet)
  • Desirable: Local accounting standards, desirable MSF accounting software(Unifield and Wefin), ERP system knowledge, local laws.

Responsibilities & Context

  • Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
  • Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission’s accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them.
  • Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes).
  • Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
  • Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management.
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people’s capabilities.
  • Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.
  • When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
  • Manage bank accounts, which includes opening and closing accounts, monitoring signatories, and processing rule changes as required.
  • Maintain accurate and complete bank account information including documentation, and provide status reports to stakeholders on a regular basis.
  • Provide support and procedures to projects about bank management, adding new signatories, removing old signatories.
  • Assist the Finance Coordinator with the forecast of the monthly money request to send IST Finco/HQ.
  • Monitor bank and cash levels in the mission to ensure sufficient liquidity in country taking into consideration both local compliance and MSF requirements.
  • Prepare and analyse the monthly Balance Specification report, resolving issues and booking transactions and reconciliations as needed.
  • Process payroll and perform reconciliation in the accounting system as well as preparing ETDS platform for coordination and projects.
  • Manage expat subaccounts including the distribution of monthly reports, end of mission estimated reports, and subaccount closure.
  • Coordinate and oversee monthly and yearly accounting closures in cooperation with Finance Coordinator, ensuring that coordination level review and checks are performed before closing.
  • Work as a focal person for yearly local audit for all project locations and HQ Audit for the entire mission.
  • Support the Finco and IST in organizing financial information for FD6/FD7 budget preparation.
  • Assess the financial risks related to the accounting process, and make recommendations to manage and mitigate these risks on a periodic basis and as needed. Draft revised procedures and manage implementation in mission.
  • Provide support to projects and other departments as it relates MSF policies and procedures, which includes organizing trainings and meetings to keep relevant staff informed and in compliance.
  • Briefing and Debriefing of IMS regarding financial procedures and sub account management.
  • Performs requested duties during additional workload or absence of Finance Coordinator, Finance Coordinator Assistant, or Cashier.
  • Performs other related duties as required.

Compensation & Other Benefits

Permanent Contract. Salary according to level Ten (10) of the internal MSF salary grid (BDT 131000). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
