The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP’s Industry and Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The position is located in the Industry and Economy Division, Chemicals and Health Branch, GEF Chemicals and Waste Unit, at the Nairobi duty station. Under the supervision of the Programme Budget Officer of the GEF Chemicals and Waste, the incumbent will be responsible for the following duties:

Responsibilities

1. Budget a) Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. b) Prepares supporting documents (narrative and supporting tables) with respect to GEF submissions and UNEP Programme of Work. c) Assists managers in the elaboration of resource requirements for budget submissions. d) Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. e) Monitors expenditures and compares with approved budget; prepares adjustments as necessary. f) Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. g) Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. h) Monitors integrity of various financial databases. i) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. j) Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. k) Periodic reconciliation of accounts. l) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. m) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. n) Assists with visualizations and updating information material such as web pages or brochures. 2. Treasury a) Reviews incoming payment instructions with regard to banking details and sources of funds. b) Prepares payments for final disbursement by Cashier. c) Notifies payees of status of payments. d) Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit related issues. 3. General a) Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. b) Maintain and keep up-to date files. c) May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. d) Performs other related duties, as assigned.

Requirements

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Relevant training in training in programme/project administration/management, finance, budget, accounting, administrative services or related area is required.

Work Experience

A minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience working with various offices of the United Nations Secretariat, United Nations Agencies, Funds and Programmes, the European Union, the North Atlantic Treaty Organization, Non-Governmental Organizations or Permanent Missions is desirable. Experience working on Enterprise Resource Planning (ERP) systems such as Umoja is desirable. Experience organizing meetings and workshops is desirable. One (1) year or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas”.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
