The United Nations Population Fund is the UN agency which leads global efforts to help ensure that every pregnancy is wanted, every birth is safe, and every young person’s potential is fulfilled. UNFPA’s programmes work to ensure that women, adolescents, young people and marginalized populations, including Persons with Disabilities (PWD), are empowered to make decisions regarding their sexual and reproductive health and rights and able to live free of discrimination and violence.
Context
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments to accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon the UN Member States, organizations, and individuals to “build forward better”, while addressing the negative impacts of the COVID-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recovering lost gains, and realizing our goals. Afghanistan faces an unprecedented humanitarian crisis with very real risk of systematic collapse and human catastrophe. The crisis is feared to roll back development gains of the last twenty years. In response to the humanitarian situation, UNFPA in Afghanistan works towards increasing the availability and use of integrated SRH/PSS services (including family planning, maternal health and psychosocial support) that are gender-responsive and meet human rights standards for quality of care and equity in access.
Task description
Within the delegated authority and under the supervision of the International Operations Manager or his/her designated mandated representative(s), the UNV Finance Assistant will: Assist the finance team in performing of following financial services: ● Provide support to the finance team to ensure swift processing of financial transactions, including payments to vendors, claims, cost recovery, and billing. ● Facilitation of vendor profile creation for UNFPA payees in quantum. ● Provide support to the finance team in liaising with UNDP to verify that financial transactions are made on time including the refund of money deposited in UNDP account; and ensure the accuracy of computation, chart of accounts, and attachment of required documents. ● Assist UNFPA staff with the preparation of the Travel Authorization (TA) for national and international travels. ● Process the DSA or advance DSA of the national and international travels in quantum. ● Track and follow up on the advance DSAs with relevant staff members and team. Receive the F10 claims and check the completeness of the supporting documents. ● Check and reconcile the UNFPA accommodation log sheet and income monthly and provide the invoice/notification for tenants. ● Processing of Rest and Recuperation and Danger Pay entitlements for international staff. ● Prepare Payment Requests through AODocs for the payments related to the UNFPA regional offices & country office. ● Assist UNFPA finance unit with the preparation of payment invoices in quantum, if needed. ● Check the telephone bills and monitor recovery charges for private/personal calls made by staff with postpaid phones. ● Reconcile the postpaid phone numbers with the telecommuting companies’ invoices and ensure the accuracy of invoices. ● Manage the overall filing system and database for the finance unit, ensure all the records are properly maintained and in format. Track documents removed from files to ensure they are returned. ● Any other tasks assigned by the Finance Unit.

Requirements
Required experience
3 years of experience in Three years of relevant experience in Finance and Financial Management. ● Proficiency in current office software applications and corporate IT systems. ● ERP or other relevant programmes; experience with Quantum is an asset, as is experience working in the UN or other international development organization. ● Excellent oral and written skills; excellent drafting, formulation, reporting skills. ● Accuracy and professionalism in document production and editing. ● Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. ● Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with HRMIS; and office technology equipment. ● Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Living conditions and remarks
This position will be based in Kabul, the capital city of Afghanistan. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. Working week for the UN in Afghanistan is from Sunday to Thursday. Working hours in UNFPA CO are from 7 am to 3:30 pm for national staff.
