The United Nations Human Settlements Programme (UN-Habitat) is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at Kabul duty station.

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several other bilateral donors and multilateral donors. During this period, its programme has expanded to include a wide range of human settlements initiatives, from humanitarian emergency support to small-scale neighborhood level improvement schemes to municipal scale governance reforms.

Operations Division:

Operations Section, UN-Habitat Afghanistan Programme is responsible for providing professional, timely, accurate, effective, and efficient support to the country office programme by ensuring that financial resources are unitized in the best interest of the organization and in line with UN rules and regulations. The Operations Section comprises Finance Management, Human Resource Management, ICT, Procurement and security.

Job Summary

Under the direct supervision of Administrative Officer and Finance and Budget Officer, Finance Assistant

will undertake the following tasks and activities:

Duties & Responsibilities

  • Assist in review, monitoring, tracking and analysis of system transactions on daily basis and making corrections as appropriate.
  • Assist in budget review, prepare budget revisions as and when required and inputting the same in the system.
  • Maintain and process all project relevant information in Umoja.
  • Assist in generating budgetary and financing reports, including statistical/financial data tables, charts and spreadsheets using office software and templates.
  • Assist in review and reconcile various clearing accounts to ensure appropriate balances. Investigate erroneous/invalid entries and take appropriate corrective accounting action.
  • Raise necessary obligation documents for contracts, travel etc. and prepare both payment and expenditure reports; and follow up
  • Create and maintain down payments for personnel contracts regularly, track and clear the down payment.
  • Analyze staff and vendor accounts and take required action to clear outstanding receivable and payable transactions.
  • Assist in the processing of payments to local vendors for good and services. This includes amongst other things, calculating, inputting, and checking payments for correctness and communicating discrepancies to supervisor.
  • Assist in processing payments to staff members for their entitlements including salaries, claims and other allowances locally.
  • Create and manage new grants in UMOJA, create and maintain WBSE in IPMR to record transactions.
  • Created necessary adjustments to correct/post the expenses to specific grants/sponsored classes; transfer of assets; write down/write of Account Receivable.
  • Respond to queries from staff members and third parties.
  • Creation and peer review of various transactional documents in Umoja system.
  • Follow up with various offices for approval of document created in the system
  • Providing training in Umoja to other staff of field offices, when required.
  • Co-ordinate with other finance staff and respond to enquiries in respect to relevant financial matters.
  • Assist Human Resource section in recruitment process.
  • Performs other related duties as assigned.

Qualifications

a)  Education and Experience:

High school degree with three years of work experience in Administration and Finance field.

b)  Language:

English and French are the working languages of the United Nations Secretariat. For the posts advertised, basic English, speaking and writing of local languages required.
