People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Description:

The Finance Assistant will report directly to the Finance Manager for the Afghanistan mission. The successful candidate will collaborate with the finance, logistics, and HR teams in the Kabul Office as well as the HQ Office in Prague. The Finance Assistant will be responsible for recording cash and bank transactions, managing advances and expenditures, ensuring document correctness, maintaining thorough documentation, scanning finance documents, archiving hard and soft copies, and entering transactions into the accounting database. The Finance Assistant will also assist in various tasks assigned by the Line Manager, serve as a substitute for relevant colleagues when necessary, and adhere to organizational policies and guidelines.

Main Responsibilities:

  1. Financial Transactions:
    • Ensure accuracy and completeness of financial documents provided by the program and operations teams.
    • Manage advances taken by employees, facilitate their clearance, and process subsequent refunds.
  2. Bank and Tax:
    • Preparing bank cheque/fund transfer letters.
    • Archiving all bank related document.
    • Updating bank register in accounting system
    • Visiting bank for cash withdrawal and other tasks when required.
    • Curry out monthly tax verification process as well as annual tax clearance.
  3. Documentation and Archiving:
    • Verify the correctness of financial documents and support the correction of any incomplete documents.
    • Ensure proper and thorough documentation of all finance-related issues.
    • Scan finance documents and upload them into the shared platform ELO.
    • Archive hardcopies of all finance documents received.
  4. Accounting and Reconciliation:
    • Enter transactions into the accounting database NAVISION.
    • Upload cash documents and conduct monthly cash reconciliation.
  5. Support and Collaboration:
    • Assist in tasks assigned by the Line Manager based on the actual needs of the Country Programme and projects.
    • Collaborate with the Finance Manager in Kabul on various tasks.
    • Serve as a substitute for relevant colleagues, fully or partially, during their absence as assigned by the Line Manager.
  6. Compliance and Guidelines:
    • Familiarize oneself with and adhere to the mission’s National Staff Handbook, CVT Code of Conduct, CVT Key Policies, and relevant guidelines.

Job Requirements:

    • Minimum of 2 years of experience in finance or accounting roles.
    • Bachelor in accounting/finance or related field (preferred).

Technical skills:

    • Solid understanding of financial processes and documentation.
    • Strong organizational skills and attention to detail.
    • Ability to work effectively within a team and collaborate with colleagues at different levels.
    • Excellent communication and interpersonal skills.
    • Ability to handle multiple tasks and prioritize effectively.
    • Knowledge of donor financial reporting requirements is an advantage.
    • Fluency in Pashto, Dari, and English Languages (B2) is required.
