ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

The job holder is expected to take responsibility for the completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all CBT modalities. He/she must be able to recommend a course of action to staff under his/her direct supervision and at various levels and allocate tasks to other support staff.

To implement well-defined standard CBT and Financial Management processes to enable effective delivery mechanisms for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and direct supervision of the National Finance Officer-CBT, the General Service al (G5) shall be responsible for:

  1. Along with other unit staff, participate in key CBT cross-functional initiatives and discussions representing finance function to proactively contribute to include value for money initiatives.
  2. Support in coordinating the delivery of regular, accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements.
  3. Supervise finance staff, establish priorities and work plans, monitor progress, and provide coaching, training, and guidance to ensure appropriate development and high performance.
  4. Support in providing procedural and technical support within the areas of Cash-Based Transfers to ensure compliance with WFP financial policies, rules and regulations.
  5. Support the development and implementation of Cash-Based Transfer strategies, financial policies and procedures.
  6. Support CO in the scale-up of CBT interventions and ensure compliance with WFP standard procedures and processes.
  7. Support in preparing Country Office financial sectorial assessments such as the FSI and periodically support updating assessments which are due.
  8. Support in monitoring  and analysing the CBT open advances and provide recommendations for further actions to the Finance Officer or other staff to facilitate informed decision-making
  9. Support in drafting or preparing correspondence to respond to enquiries with respect to relevant CBT financial matters.
  10. Undertake oversight, support missions as appropriate, clarify and improve the proper application of CBT-established policies and procedures, and prepare comprehensive reports on findings with improvement action plans.
  11. Support the Area Offices from the Country by presenting Finance in the High-Level Spot Checks.
  12. Support in comprehensive CBT-related risk analysis of CO operations
  13. Any other tasks that may be required to support the finance function.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education. First degree in Business Administration, International Relations, Finance, and/or other relevant discipline is desirable.

Higher education in lieu of work experience

Relevant, completed university degrees may be considered in lieu of experience with the following conversions:

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022.

Experience:

  • At least 5 years or more of relevant, progressive work experience in finance, business administration, and/or grant management. Previous experience working with CBT or similar interventions in the humanitarian sector is desirable, especially in the emergency context.

Knowledge and Experience:

  • Financial Management and Reconciliation; CBT knowledge; budgeting skills.

Language:

  • Fluency in both oral and written communication in English and local languages (Pashto/Dari)
