Job Description:

Under the overall guidance of the Resource Management Officer and direct supervision of the National Finance Officer, the Incumbent will be responsible and accountable for providing necessary financial support for the effective and efficient implementation of IOM activities in Afghanistan.

 

Core Functions / Responsibilities:

  • Verifying all invoices and ascertaining that the goods and services are duly received in addition to ensuring all other relevant supporting documentation and signatures according to IOM Afghanistan approval matrix are obtained before payment is processed.
  • Carry out proper entry of accounting data in IOM’s accounting software, in accordance with IOM financial rules and practices. Maintain accurate records of entries including all vouchers and supporting documentation.
  • Process Travel expense claims and settlement of operational advances according to IOM Policy. Bring to the attention of the supervisor any relevant financial and budgetary issues.
  • Assist Senior Finance Associate and National Finance Officer in the preparation of the monthly accounting statements and perform assigned tasks in the monthly accounts closure.
  • Ensure vendor accounts are monitored and cleared in a timely manner. Assist in clearing and maintaining the control accounts in the accounting system periodically.
  • Ensure proper and systematic filling of all posted payments and other accounting documents according to the established standards including e-filing.
  • Perform bank reconciliations on a monthly basis and other month-end accounts closure processes.
  • Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.
  • Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.
  • Suggest improvements to existing internal controls in order to safeguard the mission’s financial assets. Bring to the attention of the supervisor any relevant accounting issues; and
  • Perform other related duties as required.

Job Requirements:

Education

Bachelor’s degree in Business Administration, Accounting, Finance, or a related field from an accredited academic institution with three years of relevant professional experience

or

College Diploma in the above field of studies with five years of relevant professional experience.

 

Experience

  • Experience in financial management, i.e. accounting, treasury, budget, and reporting.
  • Experience in day-to-day bookkeeping, verification of documents and preparation of billing statements.
  • Experience in Auditing is an advantage.
  • Prior work experience with UN (United Nations) Agencies in a multi-cultural setting, International Non-governmental organizations in a multi-cultural setting, government institutions in a multi-cultural setting and the financial institution in a multi-cultural setting is an advantage.

 

SKILLS

  • Knowledge of accounting systems i.e. SAP/Oracle and IPSAS (International Public Sector Accounting Standards).
  • High level of computer literacy is required (MS Office, specifically Excel).
  • Ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Good analytical and problem-solving skills.
  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.

 

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
