Background and brief history of the IRC

 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping people survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC provides lifesaving care and life-changing assistance to refugees forced to flee war or disaster. Working today in more than 40 countries and 22 U.S. cities, the IRC restores safety, dignity, and hope to millions of people uprooted and struggling to survive.

 

The IRC opened its offices in Burundi in 1996 and initially focused on lifesaving interventions and providing immediate assistance to refugees and displaced persons. IRC Burundi now focuses on post-conflict interventions to support the country’s transition to lasting peace and stability.

 

IRC Burundi has a dynamic post-conflict program encompassing gender-based violence prevention and response, child protection, social cohesion, protection and the rule of law, economic recovery and development (ERD), and environmental health. Clients are vulnerable and marginalized populations, including refugees, internally displaced persons (IDPs), returnees, and other vulnerable groups such as women, children, and youth.

The IRC works with the Burundian government, local, and international partners to increase the protection, economic empowerment, and social cohesion of these groups. The IRC’s main office is in Bujumbura, serving not only as its headquarters but also as a base for programs in Bujumbura Rural and Bujumbura City Hall. Field offices are located in Muyinga and Ruyigi.

 

Job Overview:

 

The Project Finance Officer will be responsible for the sound financial management of the Umwizero II project. He/she will be responsible for the monthly analysis of the project execution level, the monthly update of the expenditure plan, and the organization of budget analysis meetings with the project manager and other financiers based in Ruyigi/Rutana. He/she may therefore be required to supervise activities in any other location, depending on the project’s needs. If necessary, he/she may be assigned to another site at the request of his/her supervisor or according to the needs of the Finance department.

 

Specific responsibilities:

  • Manage all aspects of the day-to-day operation of the accounting department of the office to which he/she is assigned;
  • Provide support to other financial managers;
  • Ensure rigorous budgetary monitoring of the entire UMWIZERO II project;
  • Represent finance in UMWIZERO II budget review meetings;
  • Share the reports of the analysis meetings and the error correction logs with the Bujumbura office;
  • Alert the project manager to irregularities noted in budget monitoring;
  • Prepare drafts of project financial reports and submit them for review by management;
  • Actively participate in UMWIZERO II budget revisions/realignments ;
  • Provide clarifications to questions asked by headquarters for a good understanding of the financial management of the UMWIZERO II project;
  • Carry out field visits for technical supervision;
  • Ensure compliance with IRC procedures and guidelines;
  • Review all payment documents according to IRC procedures and review all expense worksheets for accuracy and completeness;
  • Assist in the development and updating of UMWIZERO II budget expenditure plans;
  • Report any anomalies observed in order to obtain a rapid and reliable solution;
  • Perform any other additional tasks assigned by the Field Coordinator and Finance Team related to the smooth running of the service.

Payment Processing

  • Ensure that all payments to suppliers are processed on time via the Integra system;
  • Ensure that donor regulations are respected for all aspects of operations;
  • Assist program staff with financial issues and activities.

 

Banking and treasury management

  • Review the weekly cash statement and ensure that documentary evidence is duly signed;
  • Ensure that internal control procedures are followed for all cash disbursements, receipts and transfers;
  • Maintain an accurate and up-to-date cash flow report;
  • Liaise with suppliers to resolve long overdue payment issues;
  • Prepare bank reconciliation for the field office monthly;
  • Work with program staff to help them develop more accurate cash flow forecasts;

 

Requirements:

Knowledge, skills and functional abilities :

  • Bachelor’s degree in accounting or finance;
  • Computer skills with significant experience in Excel, and ERP systems will be an added advantage;
  • Remains productive under pressure. Works collaboratively with team members to achieve results;
  • Ability to create a welcoming and comfortable environment for all staff members;
  • Ability to work independently and as part of a team. Able to respond quickly to changing environments while remaining productive and focused.

LANGUAGES  :

  • Professional fluency in spoken and written French is required;
  • English: Intermediate/Advanced.
