About this position

The Fiscal Management Division (IFD/FMM) is looking for a consultant to provide research and operational support in the implementation and monitoring of projects that address fiscal and climate-related challenges in Latin America and the Caribbean (LAC). The consultant will work closely with the Team Leader to ensure the successful execution of activities, particularly those focused on the intersection of fiscal management and climate change.

The consultant will assist with adapting public expenditure and investment frameworks to climate change challenges in Suriname and Jamaica, supporting the assessment and enhancement of fiscal policies for resilience. Additionally, the consultant will contribute to diagnosing the contributions of State-Owned Enterprises (SOEs) in Suriname, Jamaica, Haiti and Barbados to greenhouse gas emissions and fiscal risks. This includes evaluating the governance and investment frameworks of SOEs, analyzing their fiscal regimes, and providing recommendations for strengthening climate governance within these entities. To this end, the consultant will conduct research on SOEs in South Korea, their operational and management practices, focusing on the experience of public enterprises that can be applied as benchmark for Latin American and Caribbean countries.

The consultant will work in the team of the Bank’s Fiscal Management Division, which is part of the Institutions for Development Sector. This team is responsible for supporting the formulation and execution of sustainable and inclusive fiscal policies, to promote economic growth in the region.

What you’ll do

  • First responsibility. Support efforts to adapt public expenditure and public investment schemes in Suriname and Jamaica to address climate change challenges. This includes assisting in analyses and providing inputs to align national frameworks with climate resilience objectives.
  • Second responsibility. Help diagnose and map the contribution of State-Owned Enterprises (SOEs) to greenhouse gas emissions in Suriname, Jamaica, Haiti and Barbados. Contribute to the development of recommendations for implementing emission reporting mechanisms and mitigating associated fiscal risks.
  • Third responsibility. Assist with updating diagnostics and reviewing governance and investment frameworks of SOEs in Barbados. Provide support in analyzing fiscal regimes of SOE activities and their implications for fiscal sustainability, and in drafting proposals for reforms.
  • Fourth responsibility. Collaborate with teams working to strengthen climate governance in SOEs across Suriname, Jamaica, and Barbados. Help organize capacity-building initiatives and provide technical inputs to ensure climate-focused policies are integrated into SOE operations.
  • Sixth responsibility. Assist in preparing discussion papers, implementing pilot projects, and designing training programs related to public financial management, climate resilience, and SOE governance. Help coordinate workshops and other knowledge-sharing events to engage stakeholders effectively.
  • Fifth responsibility. Contribute to research and capacity-building activities related to operational and management practices of SOEs in South Korea. Provide support in developing analyses, drafting policy recommendations, and organizing knowledge-sharing initiatives.
  • Seventh responsibility. Provide operational and administrative support for project implementation, including helping to prepare progress reports, maintaining financial documentation, and ensuring that project databases are up to date.
  • Eighth responsibility. Support the organization of missions, workshops, and other project-related activities. Assist the Team Leader in fostering partnerships with ministries of finance, tax authorities, and other stakeholders to facilitate coordination and achieve project objectives.

What you’ll need

  • Education: Master’s degree in areas related to international cooperation, international studies, public administration, public policy, or governance.
  • Experience: A minimum of five years of professional experience in project management, operations, and/ or research.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
