Organizational Setting

FAO’s Subregional Office for Eastern Africa (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. SFE develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs),and assists the FAO Representations in the subregion with addressing subregional food security, agriculture and rural development issues at country level.

SFE is a subsidiary of FAO’s Regional Office for Africa (RAF). It supports subregional policy dialogue on agrifood system issues, facilitates the emergence of subregional partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the subregion.

SFE also serves as the official FAO Representation to the African Union (AU) and the United Nations Economic Commission for Africa (UNECA).

The position is located in the Subregional Office for Eastern Africa (SFE), in Addis Ababa, Ethiopia.

Reporting Lines

The Fishery and Aquaculture Officer reports to the Subregional Coordinator, SFE.

Technical Focus

Sustainable fisheries and aquaculture. Coordination and leadership of duties at the subregional level.

Key Results

Comprehensive technical and policy expertise to support the planning, development and implementation of regional programmes, projects, products and services in accordance with regional objectives and the FAO Strategic Framework.

Key Functions

• Plans and leads components of multidisciplinary teams, leads and/or participates in internal committees, project teams and working groups and/or provides specialized expertise on technical networks and/or international technical policy and standard setting bodies.
• Develops technical, analytical, monitoring and reporting frameworks and related methodologies, tools, systems and databases, etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications and/or policy proposals as well as the provision of technical/policy/specialist/advice and expertise.
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects.
• Collaborates in, provides technical backstopping to, and ensures the quality/effectiveness of capacity development and knowledge sharing activities within Members, such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools.
• Promotes international cooperation/advocates best practices, supports increased policy dialogue and provides technical expertise at international/intergovernmental meetings.
• Participates in resource mobilization activities in accordance with the FAO Strategic Framework.

Specific Functions

• Monitors the status and developmental trends of fisheries and aquaculture in countries and groups of countries in the subregion.
• Studies and analyses the technical assistance needs of countries and groups of countries in the subregion based on their challenges in their fisheries and aquaculture in marine and inland waters.
• Provides policy and strategic advice on the main fisheries and aquaculture sector challenges in the subregion within the framework of the FAO Blue Transformation Roadmap, particularly in the areas of aquaculture development, fisheries management and sustainable aquatic foods value chains.
• At the request of Member Nations, guides and/or undertakes technical analysis and reviews of aquaculture development and fisheries management issues to provide advice on suitable development and management strategies.
• Promotes and conducts capacity building and knowledge sharing programmes/activities in the field and participates in missions relating to identification, formulation and implementation of programmes and projects.
• Leads support in the area of fishery and aquaculture in support of the Blue Economy programme of the African Union and relevant REIOs in the subregion.
• Participates in the FAO RAF regional programmes relevant to fishery and aquaculture, including those beyond the scope of SFE.
• Provides guidance to private and public sector aquaculture and fisheries managers on the identification, formulation and implementation (backstopping) of projects, policies and strategies leading to economically, socially and environmentally sustainable fisheries and aquaculture sector
• Initiates, develops and/or supervises the preparation of proposals to mobilize extra-budgetary resources in support of SFE programme of work in aquaculture and fisheries.
• Performs other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in aquaculture, fisheries or related discipline applicable to aquaculture and fisheries development and management.
• Seven years of relevant experience including normative and field work on various aspects of aquaculture development and/or fisheries management both in inland and coastal areas in the region, with emphasis on rural aquaculture development and environmental sustainability aspects; complementary work experience in the area of fisheries both inland and marine.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in responsible aquaculture development work at national and regional levels and understanding of general issues of capture fisheries in the region; knowledge at an international level is desirable.
• Demonstrated ability to formulate policy, planning and programmes and provide technical support for implementation, monitoring and evaluation.
• Extent and relevance of experience in designing, organizing and delivering national and regional meetings, training sessions and capacity-building workshops within a multidisciplinary environment.
• Extent of experience of working with FAO Member governments and relevance of experience in different countries and regions, especially in developing countries and countries in transition.
• Extent of experience in formulating and implementing field projects and programmes.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to mobilize resources.
