CONTEXT

The International Rescue Committee (IRC) is an international non-governmental organization. It was founded in 1933 by the renowned physicist Albert Einstein. Today, the IRC is a global leader in relief, rehabilitation, protection, post-conflict development, reintegration, and advocacy for people affected by crises. The IRC’s mission is to help people whose lives and livelihoods are destroyed by conflict and disaster survive, recover, and take control of their futures.

IRC has been active in the Central African Republic since the end of 2006 and has a main office in Bangui, a base in Bocaranga, a project office in Ndele, IRC operates in several sectors.

The governance and systems strengthening program through the project “Support to Civil Society in the Central African Republic” funded by the European Union, is implemented by IRC in consortium with partners EEDD, OJLD and OFCA. IRC and its partners have the mission to strengthen Central African CSOs as independent actors of good governance and development at the national level and contribute to the strengthening of an inclusive, participatory, autonomous, independent and democratic space promoting open dialogue between CSOs in the prefectures of Nana-Gribizi, Bangui, Ombela Mpoko, Ouham, Lobaye, Nana Mambere, Mambere-Kadei, Sanga Mbaeré, Ouaka; whose respective municipalities are Kaga-Bandoro, Bangui and Bimbo Boali, Bossangoa, Mbaïki, Bouar, Berberati, Nola, Bambari, for a period of three years.

The PAF (Protection and Empowerment of Women) Program contributes to creating frameworks at both local and national levels for consultation and dialogue involving women and girls, where their voices are applied, where decisions are made centered on meeting their primary needs and strategic interests, and where their protection is an integral part of government priorities. The aim here is to strengthen leadership development strategies for women and girls and to promote prevention, response, and mitigation of GBV/SEA risks through innovative approaches.

The WFP IRC Program supports the GBV coordination mechanism in CAR in collaboration with UNFPA and other actors in the Area of Responsibility (AoR) GBV. The program works in collaboration with the Ministry of Gender and supports the National Strategy on the Protection and Empowerment of Women and Girls. Within the framework of Protection and Rule of Law (PRoL), the Program ensures that people are able to access justice and exercise their rights. Women, men, girls, and boys have the information and support they need to seek justice and access it independently. Quality protection services, including case management/psychosocial support, protection monitoring, capacity building for actors, civil documentation, as well as strengthening the legal system and safe and accessible community spaces for women, men, girls, and boys.

The Economic Recovery and Development (ERD) program works to ensure that the basic survival needs of the people we serve are met and that they have a combination of assets and income to thrive. The program ensures that people meet their basic needs and protect their livelihoods in emergencies, develop their livelihoods and recover from shocks, and so that people become self-reliant and enjoy long-term economic stability.

The Child Protection and Youth Development (CYPD) program addresses child protection violations through child-centered approaches, family and community strengthening, and child protection system strengthening. The program strengthens families and communities to help prevent child protection violations and respond to them when they occur through gender- and age-appropriate “preventative” and “preventative and reactive” approaches.

The health, nutrition and hygiene program organizes the provision of curative, preventive and promotional care with a focus on the health of vulnerable groups such as mother-child couples, adolescents and young people by supporting existing health facilities, mobile clinics, community care sites or any other community structure that can improve access and/or the quality of health care, nutrition or individual and collective hygiene.

1-     Main responsibilities:

Under the supervision of the Governance and Systems Strengthening Coordinator, the position holder will be primarily responsible for:

·      Develop the details of the project approach in the area of social participation based on the project document as well as operational planning in close collaboration with the project team;

·     Operationalize the activities of the governance and social cohesion component of the project on the ground

·   Develop the terms of reference for the activities to be carried out in collaboration with the Co-applicants and third parties;

·        Collect, verify, update & archive data;

·    Collect data from the various program components on training, awareness-raising and the results of quality monitoring tools carried out by the program staff;

·    Ensure the quality and integrity of data collections, including compliance with ethical standards and information sharing protocols.

·    Maintain and update program databases including those concerning training, awareness-raising, evaluations and especially the Project Indicator Matrix;

·    Check the consistency and authenticity of the data collected from the activities of the different programs;

·       Design and direct execution of training activities;

·      In collaboration with the project governance advisor, coordinate logistical, security and organizational aspects of field activities, including participation in the identification of participants in various training and mobilizations 

·    Ensures the implementation of project accountability activities in accordance with the IRC Client Responsibilities SoP with the support of the project MEAL Manager.

·      Mobilize stakeholders for their full participation in the implementation of project activities, including third-party activities;

·    Establish good collaboration with implementing partners and ensure good communication and information sharing with partners and the project team;

·   Ensure the representation of the project with its institutional partners and municipal, administrative and other authorities;

·       Contribute to the capitalization of lessons learned from the project;

·       Contribute to the organization and facilitation of workshops and seminars in the project areas

·       Contribute to the drafting of the various project activity reports;

·    Support project coordination on all other activities within its area of expertise.

·      Regularly update the mapping of civil society actors to strengthen the advocacy plan with allies

·    Identify key target groups and prepare appropriate communication and advocacy materials for effective awareness raising

·    Identify the main media in the region and organize sessions to involve these media for better relaying of the message on governance and management of public property   

Other tasks at the request of the supervisor for the design and implementation of IRC programs in CAR.

JOB REQUIREMENTS:

·    Hold at least a BAC+4 in Law, Social Psychology, Sociology or any other equivalent diploma

·       Minimum of 3 years of experience in protection and governance project management in humanitarian or development contexts, preferably with an NGO;

·     Previous experience and ability to conduct good governance analyses, conflict analyses, stakeholder analyses involving civil society and government departments

Skills and competencies

·       Strong program management skills, including evaluation, planning, budgeting and monitoring skills;

·      Strong experience in working in partnership with local authorities and civil society at different levels and diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity sharing activities;

·        Technical skills in local governance, systems strengthening, civil society strengthening, gender equality, peacebuilding and social cohesion and civic engagement;

·        Demonstrated strong report writing skills;

·     Solid knowledge of standards for technical domain / operational processes and workflow and task flow;

·     Ability to work with multicultural and multidisciplinary teams;

·   Excellence in oral and written communication skills in French. Knowledge of spoken and written English will be an added advantage;

·  Good organizational, interpersonal, time and people management skills. – Relevant computer software skills (including at least standard MS Office applications);

·  Ability to plan work and work with minimal supervision and without compromising deadlines or quality.
