The International Rescue Committee (IRC) was founded in 1933 by the renowned physicist Albert Einstein. In Burkina Faso, the IRC launched its first phase of emergency response programming in the town of Djibo in April 2019, primarily focusing on WASH activities. The IRC has since expanded its interventions into protection, health, nutrition, economic recovery & development, and recently governance. 

The organization has a main office in Ouagadougou, bases in Ouahigouya (Yaadga Region), Dori (Liptako Region), Fada (Gulmu Region) and sub-bases in Djibo (Soum) and Séguénéga (Yaadga).

To strengthen its teams, IRC-BF is recruiting a Governance Officer based in Titao to provide support to the department in the implementation of activities in the region.

JOB OBJECTIVES/PRIMARY RESPONSIBILITY

The Governance Officer based in the Yaadga region in the Titao Commune, will work closely with the senior governance manager in the implementation and monitoring of the project regarding the governance component. He/She will supervise the community workers and the local partner of the region involved in the project, he/she will collaborate with the other staff in charge of economic recovery, health, Wash, Protection and PAF activities. He/she is responsible for the implementation and monitoring of Governance activities in close collaboration with all key project stakeholders.

SPECIFIC RESPONSIBILITIES

The main functions and responsibilities of this position, but not limited to, are to:

Programmatic Activities:

  • Contribute to the launch of all activities in all intervention municipalities by ensuring the involvement of local authorities and local partners, the review of key messages as well as a good understanding of the project strategy;
  • In collaboration with the Senior Manager Governance, set up a schedule and tools for conducting the analysis of local governance in the targeted municipalities/groups of villages;
  • Support the mapping of OBCs and State partners for better collaboration;
  • Organize diagnostic sessions on the capacity building needs of key project stakeholders;
  • Facilitate the holding of consultation frameworks with the authorities;
  • Participate in local consultation frameworks;
  • Facilitate the debate led by local associations during information campaigns;
  • Support local project associations, previously identified during other project activities, to develop awareness-raising actions with them;
  • Implement the Community Performance Report (CPR) at the community and local level by collaborating with other IRC staff working in the economic recovery and nutrition sector;
  • Strengthening community organizations in local leadership (Learning to Lead program) and women’s leadership (Women in Local Leadership program), including advocacy;
  • Strengthening the capacity of local authorities in responsible leadership (“Accountable Leaders” program);
  • Support community organizations and local authorities in carrying out conflict analyses and designing community development plans; support the implementation of community development plans;
  • Strengthen the capacities, supervise and ensure that local associations and CBOs for child protection;
  • Ensure good administrative and financial management of the project during the activities (prepare PRs, monitor, ensure liquidations);
  • Carry out any other tasks requested by the supervisor to achieve the project objectives;

Reporting :

  • Ensure that there is weekly and monthly planning of all activities;
  • Produce activity reports weekly and/or monthly for the Governance manager;
  • Participate in monitoring performance indicators for the governance component;

HIERARCHICAL POSITIONING

  • The Officer is placed under the direct supervision of the Senior Manager Governance.
  • The position directly supervises Community Workers

Minimum Qualifications:

  • University degree (BAC+3) in Political Science, Sociology, Rural Development, Local Governance and Decentralization, Conflict Prevention and Management, International Cooperation and Humanitarian Aid, Community Development, or a similar discipline;
  • A minimum of three (3) years of relevant professional experience on local governance projects, institutional governance of conflict management/prevention, community empowerment, accountability of service providers (if possible in health) in conflict-affected contexts, preferably in northern Burkina;
  • Proven experience in developing the capacities of staff and organizations, particularly with civil society organizations; grassroots community organizations, movements and associations, cooperatives.
  • Demonstrated skills in mobilizing partners and communities, civil society organizations, government officials, and other stakeholders;
  • Experience in participatory and inclusive community development;
  • Knowledge of local governance methods, context and conflict analysis;
  • Experience in gender-sensitive programming;
  • Strong computer skills on MS Office (Word, Excel, Power Point, Outlook);
  • Strong verbal and written skills in French, knowledge of local languages ​​Moore, Fulfulde is a major asset.
