ORGANIZATIONAL CONTEXT
Türkiye hosts the highest number of refugees in the world – 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Türkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Türkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Türkiye’s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions.
The job holder reports to the Head of Partnerships. At this level, the job holder is expected to take responsibility to provide project management support and to facilitate liaison with government officials.
To facilitate the work of the Head of Partnerships and senior staff to effectively position WFP with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP.
Working with line ministries, at national, provincial and local levels to further understanding and implementing the priorities defined in the Country Strategic Plan (CSP).
The Government Liaison Officer will perform liaison functions between the Turkish government agencies and WFP, advocating for the organization’s interests and developing a profile for WFP in Turkey to implement WFP vision and strategy in the country.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Partnerships and the OIM and within the delegated authority, the Government Liaison Officer will be responsible for the following duties:
Provide advice and support to the Country Director and WFP Turkiye staff on moderately complex issues including political, socio-economic, cultural local specificities to ensure the effective and efficient advocacy and implementation of the Country strategic Plan.
Build and maintain effective relationships with the Government, UN agencies, NGOs, and other partners, in order to keep them informed on important, strategic operational WFP issues through appropriate channels, and participate in regular donor meetings.
Data research and monitoring key political opportunities, events
Compile a weekly report of key topics from major news sources as relate to WFP
Support the team by monitoring relevant political data (election timelines, priorities, shifts and changes in humanitarian and development funding priorities)
Monitor and update the team on upcoming political events and opportunities where WFP has an entry point to influence policy and funding decisions
Coordinate events between WFP and various Ministries, including arranging and attending project coordination meetings at national and municipality level, and facilitating joint activities with the government and other stakeholders
Strengthening political engagement
Help write political analysis and reports to support engagement with new and existing donors
Provide excellent copy-editing and proof reading to various reports (both for internal and external audiences)
Play a key role in planning virtual and physical field visits by parliamentarians, including coordination with the PI Department
Advise and assist the Head of Partnerhisps to formulate and communicate WFP positions on Government-related matters on WFP priorities providing briefing notes, talking points and issue papers for relevant discussions with the Government.
Facilitating external engagement
Create materials that explain our operations to relevant stakeholders
Coordinate input to leadership meeting briefs and donor letters
Write political analysis on relevant national matters for senior management
Maximizing external opportunities
Support the political work around G20 and G7; and any other multilateral group turkiye is involved
Support the dialogue with Think Tanks as part of the political focus in areas related to food security, logistic/supply chain and emergency preparadness, conflict and peace, and climate change
Perform other related duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree or first University degree with additional years of experience in international relations, international law, political science, or a closely related field.
Experience:
Minimum one year of post-graduate professional experience or three years of professional experience with the first University degree.
Experience in public relations, communications, partnerships, or related fields is required.
Experience in preparing and coordinating relevant documents involving various stakeholders.
One to two years of experience in partnerships, strategic communications, political analysis, or a related field. Experience with a UN organization is preferred.
Experience in research, planning, preparing, and landing pitches as well as negotiating with partners;
Desirable knowledge/ experience:
Working knowledge of the humanitarian aid sector.
Ability to plan and coordinate events and bilateral meetings.
Ability to plan, organize, and manage multiple workloads with minimum supervision.
Excellent organizational, communication, and interpersonal skills.
Progressive professional experience serving in high-level diplomatic positions in relation to the national government or other agencies.
Knowledge and Skills
Excellent knowledge of Turkish institutions (Ministries, Parliament, NGOs, Local authorities; etc)
Ability to handle personal information confidentially and with discretion
Excellent team player
Demonstrated experience supporting teams to influence stakeholders and manage expectations – a “client-oriented” approach;
Strong interpersonal skills and ability to cultivate relationships across varying levels of seniority (internally & externally);

Language
Fluency in Turkish and English is required. Working knowledge of another UN language is a strong asset.
