The political change of 15 of August has created new conditions, subsequent international sanctions, and a sudden stop of international aid flows. Since the takeover of the Taliban, the Afghan civil society has suffered greatly from the dire economic, social and political situation. Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) play a vital role in promoting development, providing inclusive and critical basic services, strengthening local community action and ownership, and responding in swift and flexible ways to the needs of the population in Afghanistan. NGOs provide a critical voice for Afghans, are a pathway to expedited and targeted service delivery, and enhance social cohesion and local ownership of the development process, both vital to sustainability and security. Specifically, CSOs and NGOs are particularly important for delivering services to Afghan girls and women

The proposed project (Capacity Support for NGOs and CSOs in Afghanistan) aims to support NGOs/CSOs in the short to medium term and enhance their capacities to strengthen local networks, empower, and integrate community members, especially the most vulnerable, including women and girls.

Duties & Responsibilities

Scope of work:

The incumbent will undertake the following tasks in order to ensure the success of the project:

Institutional arrangement: Under the overall guidance of the CSO/NGO Capacity Building Project Manager, and under the supervision of and in coordination with the Environmental Safeguards Specialist (SES), the Grievance Redress Mechanism (GRM) Specialist will ensure that the key results shown in the ESMP (Environmental Social Management Plan), SES (Social Safeguard Standards) and ESCP (Environmental Social Commitment Plan), are achieved. The GRM Coordinator will also provide technical support for the implementation of other tasks, provide monitoring and reporting on the GRM requirements as detailed in the GRM manual.

The incumbent will undertake the following tasks in order to ensure the success of the project:

Support the implementation of Grievance Redress Mechanism (GRM) and GRM systems in regions.

• Coordinate with UNDP central level PIU and RPs to establish and implement GRM mechanism for the CSOs/NGOs capacity Support project.

• Strengthen the capacity of GRM focal points in each of the selected CSOs and NGOs and provide support for community GRM mechanisms in coordination with the SES/GRM Specialist.

• Support national SES/GRM Specialist to carry out his/her implementation of GRM activities.

• Carry out an assessment of the existing GRM mechanisms in the selected CSOs/NGOs for the Capacity Support Project.

• Maintain establishing communication channels and report and record regional-level GRMs received via hotline numbers, toll-free numbers and feedback and other reporting mechanisms to the central level PMU.

• Provide Training and orientation on GRM to project staff and CSO participants to help them adapt the existing NGO Code of Conduct on the Prevention of Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV) and GRM options.

• Establish GRM organizational committees at regional levels and act as the project focal point for GRM committees.

• Record and maintain regional GRM databases and escalate to the central level.

• Resolve Grievances in coordination with the GRM committee in the regions.

• Provide and report to the PIU on the GRM compliance requirements of the project as per the agreed timelines in the SEP, ESMP, GRM and ESCP.

 

Knowledge sharing, monitoring, Communication, reporting

• Systematically and strategically share experience and lessons learnt from the GRM capacity-building activities with the PIU.

• Collects lessons learned and case examples to facilitate learning.

• Monitor GRM and report to the PIU.

• Prepare and maintain regional GRM track sheets.

• Create GRM awareness at regional levels with beneficiaries

Job Requirements

Experience and Skills:

Master’s or Bachelor’s degree in Social/ Political Science, Law, Public Administration, Environmental Management, Gender, Development Studies, or any other related field

Experience and Skills:

Minimum of five (05) years with relevant experience in Social/ Political Science, Law, Public Administration, Environmental Management, Gender, Development Studies, or any other related field, including solid experience in coordinating and implementing Grievance Redress Mechanism (GRM), Social and Environmental Safeguards (SES), Stakeholder Engagement Plan (SEP) and Environmental and Social Management Plan (ESMP) in projects

• A minimum of five years of relevant experience implementing environmental and social safeguards, including protective measures focused on occupational health and safety, is required.

• Experience working for NGOs, CSOs, UN Agencies, or the WB is required.

• Experience in coordinating and managing grievance redress mechanisms and CSOs’ capacity-building activities in relation to GRM and SES/ESMP.

• At least three years of experience in strengthening the GRM and SES system is required.

• Good capacity for communicating with people from different backgrounds and positions, as well as with local and national stakeholders and authorities.

• Demonstrated extensive experience in working with grassroots organizations, NGOs and civil society is required.

• Proficient use of MS Office (Word, Excel, PowerPoint, etc.) and the internet is required.

• Proven experience in coordinating and managing GRM/SES/ESMP and in related progress monitoring.

• Practical experience in the field of monitoring and evaluation related to GRM/SES.

Functional Competencies:

• Ability to manage programmes and projects with a focus at improved performance and demonstrable results

• Ability to plan, organize, prioritize and control resources, procedures and protocols to achieve specific goals

• Ability to select, priorities and control the organization’s programmes and projects, in line with its strategic objectives and capacity; ability to balance the implementation of change initiatives and the maintenance of business-as-usual, while optimizing return on investment

• Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results

• Ability to effectively plan, organize, and oversee the Organizations’s business processes in order to convert its assets into the best results in the most efficient manner

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).

Duty Station:

Southern region: Kandahar (responsible for Kandahar, Gardez, Nengahar)

Western Region:  Herat (responsible for Bamiyan, Herat, and Kabul)

North Eastern region: Kunduz (responsible for Balkh, Kunduz)
