The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping people whose lives and livelihoods are shattered by conflict and disasters survive, recover, and regain control of their futures. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee war, conflict, and disasters and the host communities that support them, as well as those who remain within their homes and communities. Job Overview: The Cash Transfer Group (CTG) Representative facilitates coordination between humanitarian, government, and private sector actors to ensure an efficient response aligned with international standards in cash transfer assistance, ensuring the implementation of the 2025 Strategy and the mobilization of resources and strengthening partnerships to optimize cash and livelihood assistance. Their role focuses on harmonizing approaches, sharing good practices, and managing knowledge, ensuring that interventions are informed by data and previous experiences. They also participate in inter-institutional coordination spaces and promote the integration of multisectoral strategies to maximize the impact of transfers on vulnerable populations. The National Representative will act as a strategic liaison between the CTG and key institutions, ensuring coherence of actions, coordination of efforts, and the generation of technical evidence.
In this role, the incumbent person must:
- Coordinate the 2025 Strategy with national stakeholders, adapting its action axes to territorial contexts and promoting its adoption in partner work plans.
- Lead inter-institutional coordination processes , convening and facilitating spaces for dialogue, establishing clear agendas, and capitalizing on agreements to promote cash assistance initiatives.
- Mobilize and diversify resources by identifying domestic funding opportunities and designing robust proposals that reflect GTM priorities.
- Ensure compliance with technical and financial indicators by implementing monitoring systems (dashboards, 5W, risk matrix) and reporting progress in a timely manner.
- Promote knowledge transfer by documenting good practices and lessons learned, leading training workshops, and generating input for continuous improvement of interventions.
Main responsibilities:
The GTM National Representative is responsible for leading and strategically coordinating all actions related to cash transfers and hybrid schemes at the national level. Responsibilities include:
Governance and Strategic Leadership
- Design, update, and facilitate the GTM’s governance framework, ensuring consistency with the 2025 Strategy and institutional mandates.
- Convene and chair the Steering Committee and Technical Subgroups, ensuring efficient decision-making and compliance with agreements.
- Position the cash assistance agenda in multilateral forums, with donors and key stakeholders to increase the visibility and relevance of the GTM.
Technical Planning and Coordination
- Lead the development and validation of the National Work Plan, integrating territorial perspectives and adjusting coverage and protection objectives.
- Oversee the development, implementation, and maintenance of technical tools (5W, dashboards, risk matrices, GIS) for real-time monitoring.
- Standardize methodological protocols and best practice guides to ensure quality and consistency in implementation.
Resource Mobilization and Management
- Design and execute the national resource mobilization strategy, identifying public and private sources of financing.
- Prepare, negotiate, and finalize financing agreements, ensuring alignment of budgets, impact indicators, and timelines.
- Monitor the financial performance of the GTM, implementing early warnings and proposing timely adjustments to mitigate deviations.
Monitoring, Evaluation and Accountability
- Define, validate, and monitor strategic key performance indicators (KPIs): geographic coverage, disbursements, and beneficiary satisfaction.
- Coordinate the preparation of quarterly and annual results reports for donors, authorities, and the technical committee.
- Promote and manage external and internal evaluations, as well as case studies, that strengthen evidence of impact and learning.
Alliances, Advocacy and Communication
- Map, establish, and strengthen partnerships with government entities, NGOs, the private sector, and academics that contribute to the GTM’s objectives.
- Negotiate cooperation agreements and represent the GTM in political and sectoral advocacy forums.
- Develop technical and advocacy communication strategies, producing key materials (briefings, presentations, technical notes).
Knowledge Transfer and Capacity Building
- Systematize and document best practices, lessons learned, and success stories to fuel continuous improvement.
- Design, coordinate, and facilitate workshops, webinars, and communities of practice to strengthen the technical capabilities of local teams and partners.
Compliance with Policies and Safeguards
- Ensure the integration and implementation of PSEA, child protection, gender equality, and diversity policies in all activities.
Health and Safety at Work (OHS)
- Comply with and disseminate IRC’s OSH policies and procedures, ensuring compliance with risk prevention standards in all activities.
- Identify, report, and mitigate occupational and safety risks at national events, travel, and meetings.
- Participate in training and emergency drills, promoting safe practices among the work team.
- Coordinate with the institutional OSH Manager the implementation of health and safety measures, without having personnel under direct supervision.
- Maintain up-to-date OSH documentation (risk assessments, incident reports) for review and follow-up.

Job Requirements:
- University degree in Administration, Economics, Social Sciences or related fields.
- Master’s degree or specialization in Humanitarian Program Development or Management (desirable).
- Minimum 5 years in coordination of monetary transfers or livelihoods.
- Representation before public entities and donors.
- Project and budget management of at least USD 1M.
- Handling 5W, GIS, dashboards and MEAL tools.
- Advanced in MS Office.
- Intermediate-advanced English (B2+).
- Collaborative leadership and negotiation.
- Effective communication and adaptability.
- Results-oriented.
