Job Descriptions:

Job Summary:

The Health Program Manager is responsible for enhancing the technical skills and capabilities of ASLO’s Healt team. The role involves conducting capacity assessments, designing and delivering training programs, and ensuring program implementation aligns with national and international standards. The position requires frequent travel to project locations to provide technical support, monitoring, and supervision.

Key Responsibilities:

Capacity Building and Training:

  • Conduct capacity needs assessments for Health and Nutrition staff, particularly for newly recruited team members.
  • Develop and implement training programs based on the Adult Learning Cycle principles.
  • Deliver technical training sessions, refresher courses, coaching, and on-the-job mentoring.
  • Establish evaluation and follow-up mechanisms to assess training effectiveness.
  • Ensure the team fully understands and utilizes project monitoring tools.
  • Conduct joint field visits with Health and Nutrition leadership to assess program implementation.
  • Provide supportive supervision and facilitate quarterly joint visits with provincial health authorities.
  • Develop supervision reports and provide key recommendations to improve program outcomes.

Program Monitoring and Quality Assurance:

  • Ensure program activities align with ASLO’s strategic objectives, national health policies, and international protocols.
  • Support the Health and Nutrition HoD and Deputy HoD in monitoring program performance indicators.
  • Analyze project data and provide insights to improve service delivery.
  • Identify challenges affecting program performance and propose solutions.
  • Ensure timely updates and adjustments to work plans based on evolving program needs.

Coordination and Representation:

  • Represent ASLO in Health and Nutrition Cluster meetings at national, regional, and provincial levels.
  • Participate in technical working groups related to health and nutrition.
  • Strengthen collaboration with government agencies, donors, and other stakeholders.
  • Ensure integration of Health and Nutrition activities with other ASLO sectors such as WASH and Livelihoods.

Reporting and Documentation:

  • Contribute to the preparation of monthly, quarterly, and annual reports.
  • Review and validate health and nutrition data for accuracy and completeness.
  • Analyze project performance and communicate findings to program teams.
  • Support proposal development and strategic planning for health and nutrition initiatives.

Education & Experience:

  • Medical Doctor (MD) degree; specialization in pediatrics is an advantage.
  • At least 5 years of experience in capacity building, training, and program supervision within the health and nutrition sector.
  • Experience in humanitarian nutrition programs, including treatment for acute malnutrition (TFU, OPD MAM, OPD SAM), IYCF, and CMAMI.
  • Familiarity with Afghanistan’s Basic Package of Health Services (BPHS) and international health guidelines.
  • Prior experience working with NGOs or international organizations is highly desirable.

Skills & Competencies:

  • Strong knowledge of capacity-building methodologies and adult learning principles.
  • Ability to conduct training needs assessments and develop tailored training materials.
  • Experience in program monitoring, evaluation, and quality assurance.
  • Excellent organizational, analytical, and problem-solving skills.
  • Strong interpersonal and teamwork abilities.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and data analysis tools.
  • Excellent verbal and written communication skills in English and local languages (Dari/Pashto).
  • Willingness to travel extensively to project locations.
