Job Summary
In the context of WHO Health Emergencies Program/WHE, the Hospital care Specialist will contribute to improve the health system at both secondary and tertiary level of care and to provide better coordination and support with the Ministry of Public Health on hospital care and management. The incumbent will provide technical guidance to national counterparts and coordinate closely to successfully implement the projects

The mission of WHO’s Health Emergencies Program is to help countries, and to coordinate international action, when needed, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and other public health emergencies
Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):
The Hospital Care Specialist will work under direct supervision of the Emergency Officer with Overall Supervision from WHE team Lead for Afghanistan.
Duties & Responsibilities
- Review the current available policies procedure related to hospital administration and emergencies response.
- Support in conducting a Rapid Needs Assessment on the capability of the hospitals in providing quality health care and support at the outpatient and inpatient facilities of the focused hospitals across Afghanistan.
- Support in providing strategies and polices to ensure proper care and support be provided for every patient who comes to the hospital and seek proper care.
- Coordinate with Implementing Partners who are working at different hospitals, including the Sehatmandi -supported hospitals, and hospital under MoPH.
- Provide advocacy strategies to ensure that the gaps and challenges concerning quality services of the hospitals are always part of advocacies with donors.
- Conduct a Training Needs Assessment for hospital staffs and provide the necessary training needed
- Support in identifying and provision of the essential drugs and supplies to the hospitals if needed.
- Support and develop referral guidelines, treatment protocols and its implementation related to emergency response at hospital levels.
- Support in creating policies and guidelines for better hospital works.
- Supporting the hospital information management system by strengthening the data collection system, HMIS data analysis, presentation and extracting the actions points
- Submit all the mission reports and M&E reports to the program manager, including the gaps, challenges and recommendations on how to solve them
- Carry out any other responsibilites as may be assign by the Supervisor.

Functional Skills and Knowledge:
- Knowledge of leadership and management principles
- Knowledge of all legislation applicable to hospital sector and national and international standards, laws and regulations
- Knowledge of current community challenges and opportunities relating to the mission of hospitals
- Capacity to lead and facilitate structured and nanostructured training programs
Educations:
Essential: First level university degree is required in medicine/MD.
Desirable: Postgraduate degree in public health or Hospital Management
Experience:
Essential: At least five years of health organization management experience in hospital management in emergency.
Desirable: Working experience with WHO/ UN or international nongovernmental organization
Languages: Very good knowledge of English and the local language.
IT Skills:
– Good knowledge of Microsoft applications.
– Knowledge of ERP/Oracle applications is an asset
