Job Description:

Scope of work:

The hospital supervisor is responsible to oversee the overall sections of hospitals/CHC+s with a special focus to surgery wards. He is reporting to Technical Manager. He must be a medical doctor with the strong experience management of hospitals. Specialists with experience of managing the hospitals will be preferred. He or she should be able to communicate in Pashto, Dari and working knowledge of English language, and should have excellent computer skills. He or she must be honest, active, humble, punctual and well mannered (polite and cooperative with all members of SAF team).

  1. General:
  • Act according to the policy of SAF
  • Keep confidential with issues related to SAF
  • Develop Spirit of co-operation and understanding among members of the team
  • Follows SAF’s established policies, procedures and objectives; continuous quality improvement initiative works/ performance.
  1. Specific Activities
  • Supportive supervision of the Hospitals and CHC+s based on problem priority.
  • Ensure that MoPH Hospital documents and guidelines are available in Hospital level.
  • Ensure implementation of Standard Base Management (SBM) standards in selected hospitals as well.
  • Builds the capacity of management and technical staff
  • Attends the morning reports on random basis and provides feedback
  • Facilitates exposure visits among hospitals
  • Digitalizes the hospital system at possible extends
  • Provides facility for video conference of specialist’s staff with sub and main offices.
  • Ensures that hospitals/CHC+s HMIS key performance indicators are achieved at best possible manner
  • Ensures there is no data discrepancy of hospitals/CHC+s HMIS reports and the accuracy and consistency of the data are ensured in PH, DHs and CHC+s.
  • Ensures the unique and effective management in the hospitals/CHC+s
  • Participants in the meetings of Hospital Community Boards and provides sound inputs
  • Ensures that all committees in the hospitals/CHC+s are established and are well functioning
  • Ensure Assessing knowledge, skills, attitudes and behavior of Hospital staff.
  • Monitor performance of all Hospitals according to quality assurance and SAF check lists and take corrective actions as needed.
  • Provide written feedbacks to hospital managers
  • Assist the hospital director, Medical director and Nursing director on preparing of monthly quarterly work plan and reports.
  • Prioritize their needs and develop a work plan for the capacity building and other hospital management issues
  • Provide technical assistance to hospital director regarding to hospital technical and management issues.
  • Identify the shortage of medical and non-medical equipment and other supply in the hospitals and CHC+s and take the necessary action for addressing the shortage.
  • Support the hospital management team in problem solving and decision making.
  • Maintain regular supportive supervision visits from the health delivery services provided by hospital in order to the MoPH standards and national guidelines based on EPHS standards.
  • Introduce, support and supervise the implementation of standards in the hospital.
  • Coordinate and share his/ findings and recommendations with hospital coordination team
  • Prepare the lesson plans and required teaching aids for conducting of different on the job trainings
  • Ensure regular Weekly/ Monthly hospital management meetings have been organized and meeting minutes are available
  • Provide monthly activity report to technical manager
  • Any other tasks delegated by supervisor (DTM).
  1. Qualifications & Requirements:
  • Graduated from recognized Medical University (MD)
  • At least 5 years’ experience in relevant positions, strong experience in management of hospitals.
  • Having MPH will be preferred.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Dari and/or Pashto, both written and spoken, English knowledge will be preferred.
  • Good Interpersonal and communication skills.
  • Supervisory, team worker, and analytical skills.
  • Ability and willingness to travel to all HFs located in his/her cluster.
  • Honest, proactive, and well-mannered.
