About AWEC:

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description:

Job Descriptions:

  • Enhance, develop, and implement HR procedures and practices to ensure alignment with relevant laws, regulations, and HR policies for regional offices and NPO.
  • Review, implement, and monitor internal control mechanisms to ensure accurate execution of HR processes in compliance with policies and regulations.
  • Review legal amendments and AWEC HR policies to update the AWEC, A HR Manual accordingly.
  • Enhance stakeholder support by conducting on-site reviews of regional HR offices, focusing on identifying gaps and areas for improvement in HR practices, processes, and documentation.
  • Partner with regional HR teams to implement compliance controls and monitoring to mitigate legal and reputational risks.
  • Develop and deliver a standardized HR orientation program for new staff, and train regional HR teams to consistently implement this program.
  • Lead the design and implementation of a strategic recruitment process, working closely with the Program, to develop job descriptions, manage applicant files, and facilitate the recruitment process.
  • Develop and deliver refresher training programs on HR procedures, policies, Code of Conduct, Conflict of Interest, and Safeguarding Framework for existing employees and management.
  • Contribute to the training needs assessment, performance planning, and performance review processes as needed.
  • Leverage HR systems to support regional HR staff throughout the annual performance appraisal process, ensuring timely completion and form submission.
  • Manage annual performance planning and review process, supporting managers in addressing under-performance and termination if necessary.
  • Ensure the timely and accurate preparation of HR reports for management.
  • Ensure monthly Staff Payroll Report accuracy and compliance, verifying all employee information (hires, existing staff, departures) and related communication and documentation.
  • Partner with auditors during recruitment audits, providing complete and accurate documentation.
  • Prevent and resolve workplace conflicts, cultivate a positive work culture, and maintain compliance with labor laws and company policies to achieve effective employee relations.
  • Lead the implementation and ongoing management of the HRMS system, collaborating to optimize its functionality, ensuring seamless user support, leveraging data-driven insights for decision-making.

Academic and Professional qualifications including technical & soft skills:

  • Bachelor’s degree in Human Resource Management, Business Administration, Public Administration (or a related field).
  • Knowledge of performance management and target setting.
  • Knowledge of Afghanistan labour laws including NTA and salary entitlements.
  • Ability to communicate clearly and have the potential to be able to train.
  • Highly organised and able to deliver results according to time-bound deadlines.
  • Must have exceptional interpersonal skills.
  • Must have strong communication skills.

Work Experience:

  • 5+ years’ experience in a progressively responsible relevant HR manager role, ideally within a multinational or complex organizational structure inclusive of managing a workforce of approximately 100- 300 personnel.
  • Experience in a non-profit environment is a plus.
  • Experience working with HRMS systems, is highly desirable.
