Mission and objectives

UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context

The People and Culture section of UNICEF Ethiopia Country Office (ECO) provides Human Resources support and services to close to 600 UNICEF staff members and personnel (519 staff members and over 80 personnel). ECO is delivering its programme in a large country with children and their families across Ethiopia facing multiple emergencies resulting in millions of people in need of urgent humanitarian assistance. Furthermore, Ethiopia CO is in the process of preparing for its new Country Programme starting mid-2025. The national UN Volunteer will gain exposure to the different sections within People & Culture team and gain hands-on experience how the team operates in a large and dynamic office setting.

This United Nations Volunteers (UNV) assignment is part of UNICEF’s core human resource’s function that supports learning and development and will mainly support:
• Business partnering for the UN Volunteers in the UNICEF Ethiopia Country Office (ECO);
• Support to Implementation of assigned Human Resources Services;
• HR data and analytics;
• Support HR administrative services; and
• Support with HR projects and assignment

Task description

Within the delegated authority of the Chief People and Culture and under the direct supervision of the International UNV Specialist-HR Officer, the National UNV Specialist will perform the following tasks:

a. Business Partnering

• Through research of policies and analysis of data, provide support to the HR Business Partner in advising their clients on HR-related needs and developing subsequent
plans of action for the UN Volunteers at the UNICEF ECO.
• Assist with the recruitment process for UNV’s including reviewing the description of assignments (DOA), facilitating interviews and preparing candidate assessment
reports.
• Under the supervisor’s guidance, provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
• Support supervisor in proactively advising clients on the resolution of human resources issues by recommending equitable and transparent solutions that protects both
the staff and organization’s interests in accordance with policies, regulations and procedures.
• Research and compile data that conveys organizational progress towards gender equity and cultural diversity in ECO.

b. Support to Implementation of assigned Human Resources Services

• Provide support to various or any specific HR occupation (recruitment, data analytics, learning & development etc.) assigned to assist the P&C team in the delivery of
the HR client services.
• The national UNV will be required to assist with the screening and longlisting of staff positions for the P&C team.

c. HR Data Analytics

• Collect, interpret and analyze HR data to prepare monthly reports to help informed decision making on HR processes and strategies.
• Support the development and implementation of data collection systems to optimize data quality.

d. Support HR Administrative Services

• Support the P&C team in processing the ID requests for staff and their dependants.
• Assist the team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability
of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.

e. Support with HR projects and Assignments

• Support the P&C team in HR projects and assignments.
• Carryout any other HR activities as and when assigned by the supervisor.
