Mission and objectives
UNICEF, also known as the United Nations Children’s Fund, is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The agency is among the most widespread and recognizable social welfare organizations in the world, with a presence in 192 countries and territories. UNICEF’s activities include providing immunizations and disease prevention, administering treatment for children and mothers with HIV, enhancing childhood and maternal nutrition, improving sanitation, promoting education, and providing emergency relief in response to disasters.
Context
A dedicated focus on children on the move is critical to meet the SDGs commitment to leave no one behind. UNICEF’s Strategic Plan (2022-2025) reflects children on the move across Goal Areas and as an important cross-cutting priority, supporting global commitments such as the Global Compact for Safe, Orderly and Regular Migration and Global Compact on Refugees. The Strategic Plan commits UNICEF to a renewed focus on inclusion of children on the move into education, child protection and social protection systems to tackle root causes for forced displacement or unsafe migration, discrimination and exclusion. The UNV Youth on the Move (YoM) Programme is a new talent collaboration between UNICEF and UNV. The programme offers talented and passionate youth on the move, including refugees, asylum seekers, Internally Displaced Persons (IDPs) and migrants between the ages of 20-32 an opportunity to work with UNICEF and is aimed at young people on the move who – because of the circumstances they were born into, their migratory journeys or other barriers beyond their control – face obstacles accessing traditional UNICEF internships and entry level programmes. The Human Resources Officer will provide support to PG HR in the efficient implementation of the HR portfolio of the UNV YoM programme; In addition, approximately 20% of time will be dedicated to a broad range of HRBP support to the broader HR function in the Programme Group specifically to the Migration & Child Protection Team to ensure accurate and timely delivery in compliance with UNICEF HR rules and regulations.
Task description
In close coordination with the HRBP PG Team, the HR Officer will be responsible for the below areas: A.HR focal point for the UNV UoM programme •Coordinate the full recruitment cycle of UNV YoM, including selection of UNVs, onboarding process, administrative support to hiring offices, monitoring of contracts to ensure timely action for renewals and/or separation and advise offices accordingly. •Monitor programme experience of UNV YoM through check-ins, exit interviews, surveys and provide guidance and support. •Promote the UNV YoM Programme internally, including support with developing content for UNICEF pages and channels and support to manage the call for expressions of interest. •Act as a Focal Point between UNICEF HQ/Migration and Displacement Hub, UNICEF Country Offices (COs) and UNV and ensure close collaboration between different stakeholders. •Support the Career Development Portfolio for UNV YoM, including connecting UNV YoM with career coaching, mentorship and learning opportunities within UNICEF. •Assist Hosting Offices with organizing and conducting the orientation for UNV YoM. •Support with organizing training webinars for UNV YoM to foster knowledge exchange. •Prepare briefing packets and data briefs, including support to develop Communication materials informed by HR data analytics and testimonials from UNV Youth on the Move. •Manage a UNV Youth on the Move Community on SharePoint page or other networks like Yammer to share updates about opportunities and upcoming events and other relevant information. B.HR Data Analytics •Compile data that conveys organizational progress towards gender equity and cultural diversity. •Collect HR data to help inform decision-making on HR processes and strategies •Support in managing documents/information in consolidating in one document repository for the UNV Youth on the Move programme C. Support to HR Business Partnering •Support the business partners in developing initiatives to encourage employee well-being and learning initiatives. •Support the business partners in assisting in the recruitment portfolio as needed.
