Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Human Resources Officer.
About the Job
Lead and provide Human Resources support in seizing, onboarding and development of DRC’s personnel. This includes recruitment, onboarding process, and development activities. This will be done according to DRC’s policies and procedures.
Geographic scope: Hatay and Kahramanmaraş
This role has area focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.
Duties and Responsibilities:
General Human Resources Tasks
Advise and assist management and employees in Human Resources related issues and concerns
Ensure the general HR standards & procedures defined in DRC Operations Handbook are applied and compliant at all times
Prepare, advice, and oversee staff leaves and absences.
Follow up timesheets on the field and ensure all timesheet has been provided to country office on the time.
Tracking staff attendance and reporting to relevant managers.
Recruitment
Implements recruitment policies, procedures, and tools and ensures an equitable, fair, transparent, efficient, and accountable throughout duty station;
Provide expertise to people involved in the recruitment process on how to lead it properly with the aim of recruiting professionals and people with the potential to be developed;
Update and share the recruitment tracker on a weekly basis with management
Suggest amendments/changes whenever needed in the recruitment guidelines to the HR Manager.
Staff Induction / Onboarding
Collaborate with other departments to ensure that pre-established briefings for newly recruited/arrived staff are properly done in due time;
Ensure that all newly recruited/arrived staff receive a briefing agenda upon recruitment/arrival and that they are properly briefed and receive all the due information according to the established procedures & standard briefing content;
Assist in inducting training on Code of Conduct, Confidentiality, Conflict of Interest, etc. as needed.
Staff Well-being, Training and Development
Support to all managers on how to implement a Performance evaluation system (tool, method, setting up objectives, follow up of action plan and best practices);
Ensures performance appraisals are submitted on a timely basis and tracked& kept in personnel files.
Personal Files and Other HR Relevant Documents
Coordinate with country Office to ensure an efficient filing system for personal documents.
Coordinate with country Office ensure that national staff have an up-to-date relevant job description and personal documents.
Ensure that HR records are updated in a timely manner with coordination of Country Office.

About you
To be successful in this role, you must have bachelor’s degree in Human Resources, Finance, Accounting, Economics, Business Administration-Management, Sociology, etc.
Moreover, we also expect the following:
Required Qualifications
University degree in Human Resources, Finance, Accounting, Economics, Business Administration, Management, Sociology, etc. or equivalent professional qualification
2 years of relevant experience in Human Resources Management,
Understanding of the legal framework of local regulations, like labour law and social insurance system
Excellent skills in MS Word, Excel, and PowerPoint
Experience using an online system for recruitment
Advanced English proficiency
Fluency in local language: Turkish
Turkish Nationality
Preferred Qualifications and Experiences
Project planning, implementation, and monitoring
(I)NGO experience is preferred
Understanding of humanitarian/civil society issues in Türkiye
