Project background:
The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan.
The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with safeguarding livelihoods and strengthening community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through cash-for-work (CfW), cash- for- market (CfM), small businesses and livelihood opportunities with a particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities and marginalisation of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights.
The ABADEI Strategy is grounded in partnerships in order to maximize synergies and capitalize on existing capacities at the local level. It draws inspiration from the One-UN concept by combining resources, experience and the collective knowledge of UN agencies and development partners. ABADEI interventions will complement the Humanitarian Response Plan (HRP) and seek to address, through a resilience- building approach, key humanitarian concerns such as food insecurity, emergency needs for essential goods and services, and the effects of displacement on IDPs, hosts and refugee returnees.
The value proposition of Area Based Programming (ABP), which forms the core of context-sensitive needs-based targeting of the ABADEI Strategy, lies in its contribution to preserving human, social, cultural and institutional capital in a context of multi–dimensional crisis. It recognizes that while life-saving humanitarian assistance is essential to address urgent needs, it must be simultaneously accompanied by measures to reduce further displacement and the rapid rise of the humanitarian caseload. The distinguishing feature of the area-based approach is that it is an integrated response that addresses multiple vulnerabilities simultaneously to avoid the socio-economic collapse of the country, in a context of severe instability.
In the volatile circumstances of crisis, the political, security and operational risks of delivering assistance in Afghanistan will remain substantial. The ABADEI Strategy is therefore grounded in a thorough risk analysis, informed by the UN’s work on the ground, that includes a review of socio-economic and conflict trends and identifies likely scenarios for the next 36 months. No analysis can eliminate risk, but this will help the UN to design its work in a risk-informed way and mitigate the risks of delivering assistance in this unpredictable context.
The Project will mainstream gender by applying three approaches, such as (i) facilitate women’s improved access to essential services and opportunities for community-based economic activities and skill development, as well as strengthen community resilience and social cohesion within all interventions as feasible; (ii) targeted interventions for women and girls that enable strengthening women’s agency, voice, participation, and support to alter the existing social relationship where women are in a weaker position and mitigate the risk of GBV through regular safety planning, (iii) Continuous advocacy efforts will be made at the community and different community formal and informal institutions and platforms through all programme outputs of ABADEI, as well as capitalizing social cohesion pillar. The Project will support community leaders to include diversity, inclusivity, equity, non-discrimination and equality principles in local activity planning, implementation, dispute resolution, and resource management. The Project will also dedicate activities to increase the use of gender-disaggregated data, gender analysis and access and to mainstream gender equality and empowerment into the procedures and processes for the design, selection, and implementation monitoring of community interventions.
The Project has gender-specific results and activities such as support to women MSMEs, women’s access to health, energy, and community-based-vocational training and increased opportunities for women, girls and survivors and at-risk women to participate actively in alternative livelihoods or income generation activities supported with cash-based interventions (CBIs). The gender-specific results will be measured with both qualitative and quantitative analysis. Sex-disaggregated data of the resulting framework will provide a basis to assess the gender results with regard to the changes at the level of women’s Agency and voices, changed relational dynamics, and changes in the structures, especially norms and social institutions.
Job Summary:
The purpose of the assistant position is to assist in the need assessment and day- to- day implementation of the water supply activities duty station Kabul with travel all regions.

The consultant will work closely with the project officer and line manager to support the activities implementation and perform the following tasks:
Generic responsibilities
• Adhere to UNDP policies, tools, handbooks, and guidelines.
• Assist with the implementation of the support function portfolio according to plan of action.
• Prepare and develop status reports as required by management.
• Ensure proper filing of documents.
• Promote and share ideas for improvement of the support function.
• Collection and analysis hydrological data and report to UNDP /PMU Kabul.
• Provision and completion of all field related forms, contracts and retain in profile.
• Produce reports on weekly, monthly and require base as well.
• Conduct the meeting with stakeholders of the project community/or village elders, Malaks, and at field level.
• Remain updated on technical and legal considerations (national lows, standards, and codes)
• Participate in UNDP staff seminars and training, when scheduled.
• Properly operate the UNDP assets (HF, VHF, Computer and sat phone…etc)
• Ensure compliance with water supply strategy, tools, handbooks, guidelines and standards.
• Hydrology specific technical responsibility for tracking of financial expenditures for technical activities.

• Provide specific technical analysis and feedback to UNDP /PMU Kabul in coordination forums.

Specific responsibilities
A hydrologist Engineer working with the United Nations Development Programme (UNDP) typically has responsibilities of studying the movement, distribution, and quality of water in various environments. He/she will analyze data related to precipitation, evaporation, groundwater flow, and surface water flow to assess the impact of human activities on water resources. Hydrologist engineer will also design and implement water management systems, such as check dams, reservoirs, and irrigation systems, to ensure the sustainable use of water resources. Additionally, hydrologist engineers may conduct environmental impact assessments and develop strategies to mitigate the effects of floods, droughts, and other water-related disasters. Overall, their primary goal is to protect and manage water resources for the benefit of both humans and the environment.
1. Project Planning and Design: Assessing water resource needs and availability, including conducting surveys and analyses to determine the feasibility of water supply projects.
• The incumbent will work on the surface and sub-surface water modelling of the all regions under the overall guidance of the PMU and any other project with hydrological components.
• Participate in the conceptualization and development of tools and platforms for communities of users on drought forecasting; and support the formulation of strategies for assessing hydrological capabilities of Meteorological and Hydrological Services (MHS), as required by PMU and undertake hydrological simulation using project recommended hydrological models.
• Support the development of operational systems for hygrometry and water monitoring as well as innovative approaches to hydrological data management and exchange.
• Provide backstopping for the implementation of a system capable of indicating the current and future hydrological status of the all ABADEI regions and assessing its variability from short-term to seasonal time-scale;.
• Preparing technical feasibility study of the project to analysis and evaluation of a proposed project.
• Preparing and reviewing SESP of the project to see is it meeting national and international approved standard.
• Preparing and reviewing scope of work and technical specification of the project as per prepared design.
• Preparing detailed project documents, BOQ, and plans that align with technical standards as well as environmental and social safeguards and prepare all technical drawings of the project.
2. Project Implementation and Management:
• Overseeing the construction of hydrological systems, ensuring that they are built according to the Scope of work and technical speciation of the project plans and within budget and time constraints.
• Coordinating with contractors, local governments, community groups, and other stakeholders to facilitate smooth project execution.
• Liaise with appropriate PMU unit to obtain relevant inputs during project design and implementation as requested by the project.
• 3. Capacity Building and Training:
• Consultation workshops with local stakeholders (community, local user groups,) to understand the existing practices and gaps in water source management; and the social dimensions of water use and management in the community.
• Developing hydrological training materials and conducting workshops to enhance local expertise and self-sufficiency.
4. Monitoring and Evaluation:
• Regular monitoring of discharge measurement to identify and examine the water availability, existing condition and vulnerability of the water source potential recharge areas
• Ensuring compliance with national and international standards for water quality and sustainability.
• Hydrogeological Diagnostic Analysis report
• Hydrogeological Strategic Action Plan (SAP) report including recommendations on the approach for the development of a joint Groundwater Strategy.
• Collect accurate data of drilled wells and document properly water well log.
5. Technical Support:
• Providing technical support to UNDP ABADEI /PMU and its partners on issues related to water supply projects.
• Technical Working Paper and PowerPoint Presentation on preliminary findings for the hydrogeological characterization of the basin, including identification of hotspots
6. Advocacy and Partnerships:
• Advocating for sustainable water practices within the community and among stakeholders.
• Building partnerships with other NGOs, government agencies, and private sectors to leverage additional resources and expertise.
7. Reporting and Documentation:
• Preparing regular reports on project progress, challenges, and outcomes for UNDP and donor agencies

Years of experience:
• At least 5 years’ Experience with bachelor degree and 3 years of experience with Masters in developing and implementing water source protection and conservation plans/activities at least in two project sites, including consideration of climate change
• Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs.
