Background:OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to: • alleviate human suffering in disasters and emergencies • advocate for the rights of people in need • promote preparedness and prevention • facilitate sustainable solutions. In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation’s response to both complex emergencies and natural disasters. In addition, it aimed at improving the overall effectiveness of the UN’s humanitarian operations in the field. Afghanistan remains one of the most dangerous and most violent, crisis-ridden countries in the world with a continued deepening and geographic spread of the conflict. Violations of International Humanitarian Law (IHL) and Human Rights Law (HRL) occur regularly – including targeted killings, forced recruitment, and attacks on health and education facilities. At the same time, Afghanistan is prone to earthquakes, flooding, drought, landslides, and avalanches. Over three decades of conflict, coupled with climate change, environmental degradation, and insufficient investment in disaster risk reduction strategies, have contributed to the increasing vulnerability of the Afghan people to cope with the sudden shock of natural disasters and increased risks posed to livelihoods. On average, each year, around 230,000 people are affected by natural disasters. Destruction of shelters, crops, food stocks and damage to household and community assets such as water and sanitation infrastructure result in the need for emergency support to protect people from the elements. |
The position is expected to provide ICT support to OCHA-CO and OCHA Field Offices
Duties and Responsibilities

1.) Assist to implement ICT management systems and strategies under the direct supervision of the ICT Officer | |
Compliance with corporate information and communication technology standards, guidelines, and procedures for the CO technology environment under the direct supervision of the ICT Officer | |
2.) Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results | |
Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.Assistance in the installation of commercial and in-house developed software and related upgradesAssistance in upgrading patch and anti-virus programs on a timely basis.Monitoring of file server traffic, usage, and performance on a frequent and regular basis.Support users in backing up and restoring their files, as well as in virus detection, removal, and prevention.Support to OCHA field offices in all ICT and connectivity issues. | |

A minimum of 5 years’ experience (with Secondary Education) or two years (with a bachelor’s degree) of relevant experience in network administration, support to the management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications.ICT and information management strategies knowledge; proficiency in relevant hardware and software platforms and packages are desired.Experience working with UMOJA/ a SAPis desirable.Experience in network administration, telecommunications facilities, knowledge of Windows-based packages/application is desired.
