Functional Responsibilities
Within delegated authority, the Information Advisor will be responsible for the following duties:

Team Management
1. Security Strategy Development, Implementation and Advisory
In consultation with the Peace and Development advisor, and Head of Resident Coordinator’s Office, identify potential research and analysis topics on developments/events relevant to the UN Country Team. Collect, evaluate and analyze information using a variety of sources, including UN Agencies Funds and Programmes, national military/civilian authorities, international community, NGOs, media and other key stakeholders.
In consultation with the Peace and Development Advisor and other relevant RC Office colleagues, ensure the development and application of information analysis tools, in line with best practices in the UN system.
2. Technical Support to Operations
Develop effective working relationships with all UNCT member counterparts, with members of the information management network, UNDSS, the Office of the Personal Envoy of the Secretary-General to Sudan and relevant external actors and organizations.
Establish an Analysis Working Group, anchored in the RCO, to replace the UNITAMS/UNCT Integrated Analysis Cell, in close collaboration with RCO Economist, and identify and develop joint analytical products.
In close collaboration with RCO Data Management Officer, develop data driven quantitative analysis as well as qualitative analysis. Show a good understanding of analytical methodologies while collecting and analyzing data.
3. Monitoring and Reporting
Produce accurate and timely integrated analysis, assessments, maps and other RCO products which support conflict-sensitive decision-making, policy development and planning by the Resident Coordinator and the UNCT.
Assist the Peace and Development Advisor and the Head of RCO in overseeing the timely production of quality RCO products and in ensuring information security as well as proper dissemination.
Supports the RCO Economist in development and regular annual updates of the Common Country Analysis.
4. Training, Awareness and Knowledge Sharing
In the absence of the Peace and Development Advisor or at the latter’s request, provide briefings to the UNCT, Security Management Team, Humanitarian Country Team, senior UN staff, donors, visiting delegations and the RCO team in meetings as required.
Support the maintenance of the MPTF-PBF risk register in collaboration with the Joint Secretariat, the Peace and Development Advisor, other RCO colleagues, and UNDSS.
5. Team Management
Support the Peace and Development Advisor and the Head of Office in the supervision and management of a diverse, integrated analysis, risk management and peacebuilding team (recruitment, staff development, training, evaluation etc.). Ensure proper documentation to produce fair and solid appraisals.
Assist the Head of Programme, Peace and Development Advisor and the Head of Office in thier duties as required.
Education/Experience/Language requirements
Education:
Advanced university degree (Master’s Degree or equivalent) in Political Science, International Relations, Foreign Affairs, Law, Security Law Enforcement or related field is required.
A first-level university (Bachelor’s Degree in the above-mentioned fields or related combination with two addtional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of seven (7) years of progressive responsible experience in intelligence or information analysis, political science, international relations, development, security (military or police) or related field is required.
At least two (2) years of experience supervising or managing teams is required.
Experience in developing and maintaining information collection plans is an advantage.
Experience in Sudan or neighboring countries is an advantage.
Experience working in an integrated civilian-military-police environment is an advantage
Language
Fluency in oral, reading and written English is required.
Knowedge of an addtional UN offical language is an advantage
