The Job:

With the opening of a new office in Nairobi, Kenya, UNFPA is extending its global reach beyond its New York headquarters. With an anticipated staff of 150, this office will be crucial to UNFPA’s efforts both locally and internationally.

The success of this new office depends on the information and communications technology analyst post. The ICT Analyst position is a component of the Information Technology Solutions Office (ITSO), which is based in Nairobi and reports to the Platforms and Services Specialist in New York. The position will be in charge of both the initial ICT infrastructure configuration and continuing supervision.

These outcomes demonstrate our strategic commitments to accelerate the SDGs and ICPD’s realization during the Decade of Action till 2030. In order to recoup lost progress and achieve our objectives, our strategic plan urges UN Member States, organizations, and individuals to “build forward better” while addressing the detrimental effects of the COVID-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights.

Work Goals:

In order to support UNFPA’s purpose and optimize its influence on achieving the ICPD and SDG goals, the ICT Analyst makes sure that technology is used effectively and efficiently within the Nairobi office, in accordance with ICT policies and plans. Important outcomes anticipated include:

• Successful execution of business ICT plans and strategies

• Good end-user assistance

• Efficient use of ICT and associated resources

• All ICT systems’ availability, confidentiality, and integrity

Responsibilities: 

A. Ensuring that corporate ICT strategies and plans are properly implemented:

  • Oversee and manage shared ICT services provided by United Nations Offices in Nairobi (UNON), including negotiating service level agreements with UNON, monitoring service delivery and managing escalation of service delivery issues
  • Analyze corporate ICT strategies and plans, adapting them to the Nairobi office’s specific needs, infrastructure limitations, connectivity challenges, and local regulations.
  • Standardize software and hardware, implement robust cybersecurity measures, and provide staff training on ICT tools.
  • Establish efficient communication channels (e.g., VoIP, video conferencing), and negotiate cost-effective contracts with service providers.
  • Maintain and upgrade the local network infrastructure to ensure optimal performance, security, and scalability.
  • In coordination with the UNFPA facilities office, implement an inventory system to track and manage all ICT assets and carry out secure disposal.
  • Monitor ICT resource utilization and identify opportunities for improvement.
  • Contribute to data management, knowledge sharing, and program monitoring and evaluation to align with UNFPA’s strategic goals.

 

B. Ensuring effective end-user ICT support by providing advisory support services, training, troubleshooting services and ad-hoc ICT  assistance to users:

  • Offer advisory services, training, troubleshooting, and ad-hoc assistance to users on ICT matters.
  • Develop and implement plans for various ICT projects, ensuring work is carried out effectively and efficiently.
  • Maintain, upgrade, and enhance existing ICT systems, including troubleshooting and providing ongoing user support.
  • Manage vendor engagements, ensuring ICT services are aligned with contractual agreements and meet UNFPA’s quality standards.
  • Collaborate with ITSO to define ICT training policies and programs, prepare training materials, and ensure staff receive appropriate training.
  • Collaborate with ICT focal point in UNFPA Kenya country office on shared technologies and provide mutual coverage during annual leave or other absence

 

C. Ensuring responsible management of information technology resources.

  • Assess office IT needs, procure and install equipment cost-effectively, perform regular maintenance, uphold software/hardware standards, and maintain accurate inventory records.
  • Track and monitor ICT investments and recurrent costs, proposing and implementing methods to increase cost-efficiency.
  • Participate in planning, preparing, and monitoring office ICT budgets and plans, ensuring ICT input is incorporated into project proposals.

 

D. Providing support to ensure the confidentiality, integrity and availability of the ICT system, LAN/WAN and data security, including user access to computer and telecommunications facilities.

  • Integrate telecommunications and information technology systems, ensuring appropriate data security and access controls, considering both local and wide area issues.
  • Conduct periodic tests of disaster recovery arrangements and maintain emergency communication capabilities.
  • Maintain compliance with Security Standards in the Nairobi office.
  • Maintain a roster of qualified technical service and equipment providers for various IT-related areas, available during crises or emergencies.
  • Prepare operational plans and identify resource requirements for ICT in the event of an emergency.

Qualifications:

Education:  

  • A Master’s degree in Information Technology, Computer Science, Engineering or related field is required.
  • Related professional certifications are also desirable.

 

Knowledge and Experience: 

  • 2 years of progressively responsible experience in at least one activity of ICT, preferably in network infrastructure or cloud-based application administration.
  • Relevant certifications in hardware and software management and application required are desirable.
  • Good knowledge of network infrastructure, Microsoft Windows, corporate ICT security and viral protection systems, ERP; Knowledge of Google Workspace is a big plus.
  • Thorough knowledge of overall design and operating principles of ICT networks and of connectivity concepts.
  • Ability to integrate the needs of the office automation, available resources and systems requirements and to solve systems/hardware/software problems.
