Under the leadership of the Deputy Special Representative of the UN Secretary-General, Resident and Humanitarian Coordinator for Somalia (DSRSG/RC/HC), the RCO, through the pooled fund enabling services project will enhance quality control, promote transparency and ensure value for money by providing expert advice, risk management, oversight and enhanced coordination. Specifically, the project will focus on:

  • The implementation of the UN Sustainable Development Cooperation Framework, the National Development Plan (NDP-9) and Agenda 2030 commitments
  • Coordinating work on the humanitarian-development-peacebuilding nexus and cross-cutting issues that assist those most in need: durable solutions for displacement affected populations, environment and climate, youth, gender and resilience.
  • Providing efficient and proven solutions through system-wide services such as risk management; accountability to affected populations; regional coordination offices; and tailored advice.
  • Improving coherence, coordination and complementarity of UN programming, good offices and advocacy in line with Agenda 2030 and the UN Somalia Cooperation Framework.

The UN Somalia Risk Management Unit (RMU) is agile, flexible and responsive to evolving needs from clients, partners, UN system organizations, government and NGOs. One of the RMU’s key roles is the development and management of products and technological tools aimed at improving information sharing across UN organizations and providing a source of data-evidenced decision making. These tools include the Contractor Information Management System (CIMS), Capacity Injection Reporting Tool (CIRT and RMU Online Learning Management System (LMS). These represent global good practices and have been adopted by the UN in other country contexts.

Under the direct supervision of the Information and Database Management Officer and the overall guidance of the Head of the RMU, the Information and Database Associate is responsible for assisting in the provision of specialized and technical support of the CIMS and other RMU management databases.

Duties and Responsibilities

The Information and Database Associate in close collaboration with a RMU team, will hold the following functions and responsibilities:

  1. Data collection, enrichment and management of the Contractor Information Management System (CIMS) Somalia
  2. Generate data and assist in production of data-analytical reports
  3. Support Knowledge sharing and knowledge management tools
  4. Assist in replication of CIMS to other countries
  5. Assist in the maintenance of other RMU Systems and digital innovation
  6. Assist in the drafting of Partner Verification Reports (PVRs)
  • Data collection, enrichment and management of the Contractor Information Management System (CIMS) Somalia
  1. Lead data collection from UN agencies and data enrichment in CIMS to meet desired target.
  2. Assist in scheduled review of existing data uploaded in the system for compliance and ensure quality of the data collected.
  3. Support in building partnerships for enhanced usage of the CIMS database. This includes interaction with UN Agency database focal points and engagement in peer discussions, information sharing and supporting procurement working and other fora.
  4. Assist in the maintenance and development of new functionalities of CIMS (Drupal based system).
  • Generate data and assist in production of data-analytical reports
  1. Generate data and assist in analysis using tools like Power Bi and Excel
  2. Assist in the production of quarterly and bi-annual reports data reports
  3. Work on enhancement of the CIMS analytical reports to meet stakeholder needs.
  • Capacity Building and Knowledge sharing
  1. Assist in managing the RMU’s online presence (website).
  2. Support maintenance of the RMU and RCO shared portal
  3. Continuously work on development on areas that support the RMU.
  4. Build capacity of CIMS focal points through regular and ad hoc trainings and user support training
  • Support Replication of CIMS to other countries
  1. Support Replication of CIMS to other countries by preparing onboarding materials and subsequent technical support as well as customization of CIMS to the needs of the recipient country
  2. Support the System and Software Analyst to resolve 2nd level escalated issues from replicated countries.
  • Assist in the maintenance of other RMU Systems and digital innovation
  1. Assist in the data collection and upload of other RMU information systems like the Capacity Injection Reporting Tool (CIRT)
  2. Assist in the development and maintenance of the RMU online learning platform. (RMU LMS)
  3. Assist in the identification, development and implementation of other tools as are relevant for the RMU, the RCO office and its clients.
  4. Assist in identifying new areas where digitization is advantageous and applicable to the operations of the risk management tools.
  5. Recommend applicable software-packages to use, understanding user/client specification, needs and requirements to achieve client satisfaction.
  6. Perform any other related duties as required.
  • Upon request, assist in the drafting of Partner Verification Reports (PVRs)
  1. Assist to review available information from closed and open sources.
  2. Identify and screen associated entities and individuals.
  3. Draft PVRs including caveats, background, entity general information, closed source information, open source information, screening results, and observations/considerations.

 

Institutional Arrangement

The Information and Database Associate will have a direct reporting line to the Information & Database Management Officer and overall guidance of the Head of the RMU. The Risk Management Unit (RMU) Organigram is attached.

Min. Education requirements High School Education with 7 years relevant experience; or Bachelor’s degree preferably in Information/data Sciences, Computer Sciences with 4 years relevant experience.
Min. years of relevant Work experience A minimum of 7 years of progressively responsible, job related experience; or 4 years with Bachelor Degree in the required fields.
Required skills
  • Demonstrated experience in web application development with HTML, PHP, CSS
  • Knowledge of database design/development and project .
  • Data analysis and reporting – experience with data analysis tools such as Power BI, Excel
  • Experience in problem solving and the ability to identify solution-based outcomes
  • Teamwork – an ability to foster a spirit of cooperation and collaboration
  • Experience working with drupal-based system.

  • Training – experience in facilitating capacity building workshops

Required Language(s) Proficiency in written and spoken English.
Professional Certificates Professional certification in the field of Information Sciences, computer sciences, data analytics or related field is a plus.

Professional certification in the field of project management is an asset.
