UNDP Guatemala, through its programmatic priority, Building Resilience for Climate Change Adaptation , works to strengthen inter-institutional and inter-sectoral coordination platforms for development planning, climate change adaptation and mitigation, biodiversity and protected areas management, food security, and disaster risk reduction management.

In support of Food and Nutrition Security, UNDP, through the Local Development, Resilience and Risk Management portfolio, is leading the implementation of the project ” Improving the Quality of Public Spending on Food and Nutrition Security .” This project will be implemented in 31 priority municipalities in the departments of Huehuetenango, Quiché, Totonicapán, Alta Verapaz, San Marcos, Chiquimula, Izabal, and Baja Verapaz. The project will provide technical assistance to strengthen capacities in public finance management, planning, and budget management, particularly to improve results-based management and the credibility, transparency, and efficiency of budget execution and the quality of public services in ministries responsible for food and nutrition security (FNS). Work will be done at both the central and local levels in the main line ministries to ensure optimal execution of their individual budgets and programs in order to achieve national food and nutrition goals as outlined in the strategies and plans of the National Food and Nutrition Security System (SINASAN). Likewise, efforts will be made to improve collaboration and coordination among line institutions and ministries, SESAN, SEGEPLAN, and the Ministry of Public Finance (MINFIN), reducing bottlenecks in financial execution and ensuring technical coherence. Inclusive participation of all actors and sectors will be strengthened by promoting coordination, collaboration, and partnerships for the implementation of relevant measures and instruments to improve the quality of public spending on Food and Nutrition Security with a gender and rights-based approach.

The Information Management Associate will report directly to the Project Coordinator and under the general supervision of the Local Development, Resilience, and DRR Program Officer, coordinating closely with the UNDP communications team. They will be responsible for generating and managing information for the implementation of the project’s communications and awareness strategy, which includes documenting and communicating the interventions, actions, and results achieved, in accordance with the standards, procedures, and branding manuals of UNDP, the European Union, and the Government of Guatemala.

Duties and Responsibilities

The Information Management Associate will support the Local Development, Resilience and DRR portfolio in close coordination with the UNDP Communications area in the following activities: 

 

1. Support the Project Communications Strategy and Planning:

a) Support the design and implementation of the communications strategy and plan by identifying objectives, messages, audiences and products to be disseminated, taking into account the strategic lines of the Local Development, Resilience and DRR portfolio, supporting the corresponding adjustments, taking into account the characteristics of Guatemala, within the framework of the general communication strategy of the UNDP and taking into account the branding manuals of the UNDP, the European Union and the Government of Guatemala and others;

b) Identify the communication needs and those of key stakeholders at the local, regional and national levels;

c) Periodically evaluate the progress and results of the communication strategy designed for the different components;

2. Responsible for Production and Content Management:

a) Monitor and ensure a standardized graphic image and identity in visibility materials and activities;

b) Plan, develop and/or monitor the preparation of communication materials (publications/tools, informational material, press releases, testimonies/human stories, presentations and other related materials) in coordination with the relevant teams;

c) Support the development of graphic materials (infographics, brochures, leaflets) and video materials, including script creation, video production and recording, interviews, and testimonials as required, in coordination with suppliers and experts; and generate material for dissemination on social media;

d) Ensure the validation of the quality and branding of communication products;

e) Maintain and update a photo and video archive of events and activities;

3. Support from the Communications department in the Project’s External Relations and Linkage:

a) Prepare biweekly media monitoring reports and deliver them to the technical team;

b) Establish strong strategic relationships with communications teams from state counterparts, partner organizations, civil society, academia, donors, and media outlets at the national and regional levels to maximize reach and impact with diverse target audiences;

c) Respond in coordination with the technical team to requests from media or counterparts regarding the preparation of presentations, activities and organized events;

4. Support in the Systematization, Reports and Management of Information for the Project:

a) Propose and contribute to the implementation of communication proposals from a gender and intercultural perspective;

a) Contribute, if necessary, to the development of TDRs, to complement various communications services and to enable the execution of the communications strategy and plan;

a) Support the process of systematizing lessons learned and good practices by preparing illustrated reports, bulletins with photographs, and other inputs deemed necessary to document the activities carried out and achievements made;

b) Support the visual communication part of the narrative reports (quarterly, semi-annual, annual), in accordance with the branding requirements of the European Union, the Government of Guatemala, the UNDP and others;

c) Identify opportunities for synergies with other projects within and outside UNDP, to advance key objectives and broaden their focus;

The incumbent performs other duties within his or her functional profile that are deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Agreement

The position will report directly to the Project Coordinator and, more generally, to the Program Officer for the Local Development, Resilience, and Risk Management portfolio. The position will be based at the UNDP offices in Guatemala, with ongoing missions to the project’s priority territories (Quiché, San Marcos, Chiquimula, Izabal, and Baja Verapaz).

Minimum Qualifications of an NPSA

Minimum Academic Requirements
  • Secondary studies at a diversified level are a requirement, or
  • University studies (Bachelor’s level) in Communication Sciences, Social Communication, Communication for Development, Communication and Design, Public Relations, and other related fields will be given due consideration, but are not a requirement.
Minimum years of relevant work experience
  • Minimum seven (7) years (with secondary education) of relevant professional experience in management and generation of information, documentation of processes and development of content and communication strategies at the institutional level and/or projects, or
  • Four (4) years (with a bachelor’s degree) of relevant professional experience in management and generation of information, documentation of processes and development of content and communication strategies at the institutional and/or project level.
