Mission and objectives
UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.
Context

The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action.

To the degree that any child has an unequal chance in life — in its social, political, economic, civic, and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education, and protection of a society’s most disadvantaged citizens — addressing inequity — will not only give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. Therefore, the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
The Awassa Field Office is responsible for the operation and coordination of UNICEF’s interventions in the four independent regional states (i.e. SERS, CERS, SNRS, SWEPRS) related to both development support and emergency responses. To deliver results successfully, information that is both quantitative and qualitative needs to be collected, analysed, and visualized to track results, make programmatic decisions, and target resources. To achieve this, the Hawassa Field Office is looking to engage the services of a National UN Volunteer Specialist as an Information Management Officer. For this UNV position, eligible and suitable female candidates and persons with disability are highly encouraged to apply.
Task description
Within the delegated authority and under the supervision of Planning and Monitoring Specialist, the UNV will be responsible for:

Support to emergency response and planning:
• Collect and analyze data and background information in support of emergency analysis, risk assessments, and updates.
• Consolidate programs and operations information and inputs to develop/update the regional Emergency Preparedness Platform (EPP)
• Draft regular and emergency implementation reports in consultation with CFO, project officers, PMU, program, and operations sections. Edits reports before submitting them ensuring that they satisfy appropriate UNICEF guidelines, and clear written and match funding utilization agreements and guidelines.
• Produce humanitarian situation, response, and service maps.
• Reports the emergency response analysis and proposes a corrective plan of action.

Information management, monitoring, and delivery of results
• Produce monthly situation consolidated reports (Sitreps), and update result matrixes related to the humanitarian assistance and emergency responses in the Four Regional States (i.e. SERS, CERS, SNRS, SWEPR) following the standard reporting scheme/format being revised.
• Collates, verifies, and circulates as required, all UNICEF regional reports and sitreps and makes adequate follow-up of urgent points of action.
• Maintains a good archive of all internal and external documents received, both hard & electronic copies. Organize the most relevant documents for the local intranet, EW/DP home page, and

facilities to access all UNICEF sections.
• Organizes an effective database of useful tools and information on emergency issues, references documents, publications, etc. in collaboration with ECO Emergency Section
Technical and operational support to emergency response implementation
• Participates in multisectoral humanitarian needs assessments and develops reports.
• Participates in humanitarian assistance monitoring missions as required and gathers information to be included in reports. Participate in donor visitations to project sites and document project site reports.
• Participates in field office-level emergency meetings, cluster coordination meetings and develops minutes, and undertakes follow-up actions.
• Participants in other report-writing functions and missions assigned by the CFO.

Innovation, knowledge management, and capacity building
• Devise/facilitate and support capacity-building sessions to FO and partner staff to enhance the quality of reports produced.
• Organize learning sessions for the field office team and partners on preparing quality humanitarian situation reports.
• Coordinates the deployment and management of information management tools and digital data collection and reporting platforms such as Kobo Toolbox and ODK.
• Maintain and update the office SharePoint site, email groups, and other communication channels.

Networking and partnership building.
• Build and sustain effective working partnerships with different sector government counterparts and UNICEF programs and sections to enhance active information sharing and knowledge to deliver concrete and sustainable results.
• Draft emergency communication and information materials for the field office emergency response advocacy
