Result of Service
1. Perform system development related to implementing the portal’s approved UI/UX design elements and additional feature recommendations. 2. Integrate the UNEA Monitoring and Reporting Portal with various datasets required for the system. 3. Undertake general UNEA portal maintenance, improvements, and integration of key features that will aid report analysis, insights, visualization, and extraction for all the platforms. 4. Produce all the required supporting documentation of the systems and conduct relevant training sessions for various stakeholders.

Duties and Responsibilities
Organizational Setting and Reporting: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP’s Policy and Programme Division performs strategic planning, coordination, and monitoring of UNEP’s programmes and coordinates UNEP’s engagement with the broader UN system and global processes. Under the Enterprise Solution Section (ESS) supervision, this position will coordinate with the Performance Monitoring and Reporting Unit, which leads UNEP’s work on corporate performance monitoring and reporting on the Programme of Work and implementation of UNEA resolutions. The consultant will contribute to implementing recommendations for functional and aesthetic improvements of the UNEA portal. Duties & Responsibilities 1. Familiarize with existing databases and systems and develop a detailed work plan for the overall consultancy assignment, identifying the various milestones with clear timelines. • Perform a detailed review of existing documentation and new recommended features and modifications on the system and provide written substantive and technical recommendations and requirements. 2. Develop new features and changes and fully implement UI/UX features as per the approved design. Undertake the necessary changes and redesign the database system, including cleaning and transforming procedures, to implement the new UX/UI design. • Analyze, design, and develop the UNEA Monitoring and Reporting Portal interfaces with other applications and portals as required 3. Provide web application administration and maintenance of UNEA Monitoring and Reporting Portal and other related UNEP portals and applications as required covering: a) web application performance analysis, b) software updates, c) maintenance and troubleshooting, d) technical support, e) optimization f) data analysis, visualization, and extraction. 4. Produce all the required supporting documentation for the systems, including written and visual reports on relevant upgrades as required for visibility, traffic, and implementation.
Qualifications/special skills
A degree in Computer Science, Data Science, Information Management, Advanced Statistical Analysis, Information Technology or Software Engineering. Computer skills and competencies: High proficiency in at least 3: PHP, MySQL databases, MS SQL, Asp.net, C-Sharp, Java Script. PowerApps, In-depth knowledge of the AGILE methodology. At least 5 years’ experience in database development and archiving, software systems analysis, design, and development. Experience in complex web application projects and experience with UN agencies or international organizations is an asset. Experience working in teams, including coordinating junior members and engaging with clients. Working with multicultural teams would be an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required for this post.
