The project “BRA/23/009 – Strengthening innovation and effectiveness in the work of the JFCE for a people-centered Justice” aims to develop subsidies (new methodologies, pilot actions, studies and tools) to strengthen innovation actions and improve the effectiveness of the work of the Federal Justice in Ceará, valuing a people-centered approach to Justice. 

To achieve these objectives, the project foresees the following areas of action:

  1. Plan to strengthen the user experience and improve the services provided by JFCE, with a focus on effective access to justice, developed and implemented;
  2. Strategy to strengthen the application of innovation mechanisms and disruptive technologies in the JFCE designed, implemented and evaluated;
  3. Production and management of knowledge to strengthen access to justice and the effectiveness of the solutions proposed by JFCE;
  4. Plan to strengthen people management and value JFCE employees developed and implemented;
  5. Plan to strengthen institutional governance capacities developed and implemented;
  6. Efficient project management and knowledge management carried out.

The project will offer new methodologies and strategies to JFCE’s operations through innovation and modernization of its operational processes, while maintaining focus on the ultimate beneficiary: Justice. The project will also enable its signatories—JFCE and UNDP—to implement their respective strategic plans. 

Within the scope of Axis 5 (institutional governance) and Axis 6 (efficient management and knowledge management) , the need to reorganize the JFCE’s physical structure is highlighted so that it aligns with the principles of innovation, sustainability, accessibility, and citizen-centricity. In this context, the construction of the new Federal Courthouse in Juazeiro do Norte represents one of the structuring pillars of the proposed institutional transformation.

The inclusion of an Infrastructure Technical Associate is justified by the technical, logistical, and institutional complexity of this project, which requires coordination among multiple stakeholders, specialized technical monitoring, and qualified risk and schedule management. The technical support provided by this professional will be essential to ensure that the new Forum’s construction reflects the values and goals of project BRA/23/009, fostering public infrastructure that embodies the principles of people-centered justice , fostering efficiency, inclusion, and effectiveness.

The Infrastructure Technical Associate will work in person, interacting daily with multidisciplinary teams and in close coordination with JFCE and UNDP teams and will be responsible for coordinating and monitoring strategic infrastructure projects, preparing technical documents and reports and providing technical support to the team, ensuring alignment with the established planning, deadlines and budget.

The role of this professional will range from technical knowledge of the project, through analysis and monitoring of contracts and works, to support for strategic decision-making, integrating with the larger objectives of the technical cooperation project between JFCE and UNDP.

The expected key results for this position aim to ensure quality, efficiency and effectiveness in the implementation of the project, in line with the agreed goals and JFCE priorities within Axis 5.

Project BRA/23/009 is expected to be valid until December 31, 2026, and may be extended if necessary.

 

Duties and responsibilities

The Infrastructure Technical Associate will work in collaboration with the focal points at JFCE, providing technical support in the management of strategic infrastructure projects, based on the following planned activities: 

Contribute to the planning and monitoring of strategic infrastructure projects:

  • Advise and monitor the implementation of strategic infrastructure projects, ensuring alignment with planning and ensuring execution within the established schedule and budget;
  • Understand and analyze architectural and complementary projects, interacting with designers, consultants, and technical staff to anticipate challenges and propose improvements, as well as monitor the physical and financial progress of works, tracking performance indicators and preparing technical and management reports to support the decision-making of the General Project Coordination;
  • Provide technical assistance in the contractual execution of the work in Juazeiro do Norte, ensuring that suppliers and service providers meet the established deadlines and requirements, in addition to assisting in the analysis and validation of measurements and billing;
  • Carry out on-site technical visits to construction sites, according to a previously established schedule, with the aim of monitoring the progress of the work, identifying opportunities for improvement and supporting monitoring, evaluation and decision-making actions, without direct supervision, in addition to performing other tasks in the management of strategic projects not previously foreseen, as required by the designated supervisor.

Contribute to the generation of qualified knowledge and strengthening of project management:

  • Prepare technical documents, progress reports, meeting minutes, terms of reference and other records necessary for the execution, monitoring and accountability of project activities, periodically reporting on the progress of activities through analytical reports, dashboards and status meetings, ensuring alignment with the responsible JFCE server;
  • Understand and apply project management methodologies (such as Agile, Scrum, PMBOK), adapted to the public sector and the execution of complex projects, as well as use digital management tools (such as MS Project, Power BI, Project Builder, among others), to consolidate indicators and support accountability to UNDP and JFCE.

Support teams to ensure project delivery and implementation:

  • Provide technical support to the JFCE team, promoting alignment between the departments involved, participating in meetings and assisting in resolving operational and strategic challenges of the project.

The incumbent performs other functions within his/her functional profile that he/she considers necessary for the proper functioning of the project.

Required skills and experience

Minimum education requirements:
• A high school diploma (secondary education) is required.
• A university degree (undergraduate or bachelor’s degree) in Engineering, Architecture, Administration, Public Management, or related fields from a higher education institution recognized by the Ministry of Education (MEC) will be given due consideration, but is not a requirement.
Minimum years of relevant professional experience:
• Minimum of 7 years (for High School) or 4 years (for Bachelor’s degree) of professional experience in projects related to Public Power, project management, infrastructure project management, especially public works.

Required skills:
• Excellent oral and written communication skills.
• Time management and planning skills.
• Knowledge of Microsoft Office and/or Outlook.
Desired skills, in addition to those covered in the Skills section:
• Completed lato sensu or stricto sensu postgraduate degree in Construction Management, Infrastructure, Engineering, or related fields, from a Higher Education Institution recognized by the MEC;
• Experience in the use of BIM and digital management tools in infrastructure, building, or related projects, including modeling, coordination, or project management, with the application of compatible software such as MS Project, Power BI, Project Builder, etc.) to integrate projects, model risks, monitor schedules, and qualify decisions in the context of public infrastructure;
• Proven experience in managing complex public infrastructure projects, including planning, execution, monitoring, and control of large-scale works;
• Knowledge of legislation, public bidding processes (including RDC, integrated and contract contracting), contract execution oversight, and regulations in general applicable to public works;
• Experience in risk management applied to infrastructure works and projects, with an emphasis on identifying, analyzing, mitigating and monitoring technical, financial and operational risks.
Required languages:    
• Fluency in Portuguese is required. 
• Intermediate knowledge of English will be considered an asset.

The position requires availability for frequent travel.

The project will cover the cost of travel, in addition to funds for accommodation, food and transportation.
