The Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs aims to improve the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS), and State TB Cells (STC) to design, manage, and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics, and other commodities throughout India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACOâs response to the AIDS epidemic and the Central Tuberculosis Division (CTD) in its efforts to eliminate tuberculosis.
The SCMS Project will be carried out by Plan International (India Chapter) as PR in partnership with JSI R&T India Foundation as Sub-Recipient and private sector 3PL service provider. As a Sub-Recipient (SR), JSI R&T India Foundation is tasked with providing technical help to strengthen the supply chains of ARV, TB medications, diagnostics, and other commodities under NACP and NTEP at the regional and state levels. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics, and other commodities to ensure the availability and accessibility of drugs and commodities of both programs across their facilities.

1# Key Responsibilities:
The Finance Manager will be responsible for the day-to-day activities of financial and grant management and will give all support to the Dy. Director- Finance & Accounts, GFATM on the grant. S/he will provide financial management support on various aspects of the financial, grant, audit, and support to sub-recipients of GFATM-SCM and AHANA Projects and visit to various partners to review and strengthen the financial system according to the grant. S/he will be responsible to provide day-to-day technical support to finance and account coordinators.
2# Key Responsibilities:
Finance Manager will work closely with the team to ensure that project financial tasks are completed on schedule and that real-time information is provided to top management, and will be responsible for the following primary activities:
Accountabilities:
1. Create and update standard rules and financial management systems for the project (both for the Principal Recipient and Sub Recipients);
2. Develop a checklist and undertake a pre-grant assessment of sub-recipients;
3. Ensure compliance with financial and grant management for the project towards minimization and elimination of financial risks;
4. Implement financial review and monitoring, on-site data validation, and technical help to sub-recipient partner organizations.
5. Ensure the training for finance teams of sub-recipient partners through supportive monitoring visits.
6. Communicate about the initiative with donors, auditors, and other statutory bodies.
7. Support the senior management team on the budget and forecast preparations and revisions;
8. As needed, assist and perform the numerous normal Finance and Accounting responsibilities of the project at the Primary Recipient.
9. Ensure the timely review of invoices, and supporting documentation and process the payment submitted by the 3PL vendors.
10. Ensure the verification, and approval of payment requisitions and fund requests submitted by the sub-recipient partners.
11. Compilation and submission of timely and accurate financial reports to the Dy. Director- Finance & Accounts, GFATM, and Project Director in order for informed decisions to be made;
12. Receive, Review, Reconcile, and consolidate monthly/quarterly financial reports of sub-recipient partners.
13. Participate in periodic reviews of the project progress by the technical team;
14. Compiling and submitting timely and accurate financial reports to the Dy. Director- Finance & Accounts, GFATM, and Project Director in order to make informed decisions;
15. Do any other tasks as assigned by the company.
16. Other appropriate duties as assigned by the supervisor.

Requirements:
1. Candidates with a postgraduate/graduate degree in commerce or other professional qualifications (Chartered Accountant / Cost Accountant / MBA) will be given preference.
2. Minimum 5-8 years of working experience engaged in financial management and grant management in the development sector;
3. Demonstrated managerial ability in monitoring financial management and partner management of multi-state complicated projects with tight deadlines and lofty goals.
4. Proven ability in interfacing with donors and ensuring compliance with statutory requirements
5. Excellent oral and written communication skills in English and working knowledge of Hindi.
6. Willingness to travel to all the project implementation states and sub-grantee partner organizations.
7. Accounting job / financial management requires the ability to train and mentor junior workers as well as the finance staff of partner organizations.
8. Proven skills in program-finance variance analysis, and preparation of budgets and forecasts.
9. Sound computer skills, including use of Internet and MS Office⢠software and Tally accounting package (ERP version).
10. Strong analytical capabilities and experience in generating monthly and quarterly status reports and projections.
11. Ability to work independently and as a team player in a complex, multicultural environment.
12. Previous experience working under/for the GFATM project will be advantageous.
