The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Integrity Advisor based in Addis Ababa.
Terms of Employment: 1 year fixed term contract with possibility of extension based on budget availability
PURPOSE
Supports the ICRC’s cultural change towards principle based, ethical decision-making by assisting in the implementation of the delegation’s integrity framework. This framework includes capacity building trainings concerning the promotion of the ICRC values and prevention of misconduct.
RELATIONSHIPS
Internally, interacts with Head of Support, HR, SV, LnD, Ombuds and all métiers to implement integrity actions.
Externally, interacts with similar roles in other Movement organizations, other humanitarian organizations and relevant local organizations.
Functional Responsibilities
SUPPORT TO THE OPERATIONS
Under the guidance of Head of Support, supports the implementation and effectiveness of the delegation’s efforts to foster a culture of integrity.
Supports the implementation of the Code of Conduct Framework and Integrity Roadmap at the delegation level and provides guidance and support to managers and staff in the delegation on their questions related to the Code of Conduct and related policies and guidelines.
Conducts capacity building activities within the delegation through information sharing, dialogue and training with an aim to:
Enhance staff awareness and understanding of their roles and responsibilities in promoting a culture of integrity and preventing fraud, harassment and sexual exploitation.
Foster positive ambition for principle based, ethical decision-making;
Support staff in making ethical choices when fulfilling ICRC mandate and commitments towards affected population.
In coordination with the Head of Support and Regional Integrity Advisor, supports the delegation in identifying training needs and development and implementation of a training plan; tracks and evaluates training efforts and training completion rates.
In collaboration with the Head of Support and Risk and Compliance Officers, ensures that operational risks assessed by delegations as well as ERCO root cause analyses on misconduct are regularly and appropriately translated into prevention activities at the delegation level.
Feeds back trends and analyses relating to integrity to the Head of Support and Regional Integrity Advisor.
Supports operational departments in due diligence assessments of partner organisations
Provides support to ICRC partner organisations to strengthen their capacity in preventing and responding to sexual misconduct and fraud.
In collaboration with the members of the Prevention of Sexual Misconduct Working Group, supports the delegation’s efforts on the response to victims/ survivors of sexual misconduct.
Identifies the need for translation and production of promotional materials and ensures their proper dissemination.
REPORTING AND DOCUMENTATION
Reports directly to the Head of Support (red line).
Reports, as a functional reporting line (“blue line”), to the Regional Integrity Advisor
Knows, applies and complies with delegation’s information management protocols and general administrative procedures linked to his/her work.
SCOPE AND IMPACT
Remit: Responsible for all Integrity promotion activities in ICRC’s Ethiopia delegation, including the field sites.
The role is focuses on promotion of the ICRC institutional values and prevention of misconduct and does not conduct investigations on cases reported to the ERCO Investigation Unit. The role is not authorized to access data on individual allegations and/or investigations and inquiries into misconduct.
EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED
University degree in social sciences, law or international relations or similar fields
Minimum 6 years’ overall professional experience, preferably with an international organization in safeguarding / ethics and compliance
Interest in organizational development within the humanitarian/development or private sector, proven by educational background or professional experience
Proven ability to collaborate within and across cross-functional teams and units, in a matrixed environment.
Experience in running face to face training sessions.
Experience within the ICRC and knowledge of ICRC’s compliance structure and administration is an asset.
Fluency in Amharic and English, other local languages are an asset.
Computer proficiency.
