Mission and objectives
The international obligations of Turkey and its national legislative framework on asylum have shaped the form of the current collaboration with UNHCR. During the last 54 years, UNHCR and Turkey have been working together in close partnership. Turkey has provided the asylum space for persons seeking refuge, and UNHCR has assisted Turkey to determine who is in need of international protection and to enable access to rights by these persons, including access to justice. As the main partner of the Turkish State in the field of international protection, UNHCR Turkey continues to cooperate with the Presidency of Migration Management (PMM), the Union of Turkish Bar Associations (UTBA), the Justice Academy of Turkey (JAT) and other national institutions to enhance institutional capacity-development in the field of refugee protection.
UNHCR in Turkey also intervenes to strengthen access to justice by persons of concern through conducting technical assistance and capacity development activities for legal actors, in a way to include lawyers, judges, prosecutors, interns, I/NGOs, national and local authorities. Access to justice is consisted of enabling access to various rights, such as, inter alia, legal aid, legal assistance, interpretation, and access to courts.
Context
Under the 3RP framework, UNHCR chairs the SET Protection Sector and co-chairs the Gender Based Violence and Child Protection sub-sectors. The SET Protection Sector established a Legal Counsellors Group (LCG) in 2019 as a legal network with around 50 lawyers employed as legal counsellors at I/NGOs and UN Agencies. A Key Refugees thematic coordination group (KRG) was formed in 2021 under the GBVsWG focusing on specific groups, including refugees who are living with HIV and LGBTQI+ and sex workers. Also, since April 2024 Youth Task Team was established under SET Protection Sector to act as a coordination mechanisms among the services providers working with youth, Provincial Protection Coordination structures are functional in Mersin, Adana, Gaziantep, Mardin, Kilis, Adiyaman, Kahramanmaras, Malatya, Hatay and Sanliurfa to ensure the discussions at the provincial level taking place and local solutions are found to the complex cases with an aim to also bridge between state and civil society service providers.
The UN Volunteer will be supporting interagency initiatives to strengthen and enhance coordination and stakeholder engagement at the interagency and sectoral levels and promote state-led inclusive and localized coordination arrangements, at the provincial and municipal level.
Task description
Within the delegated authority and under the supervision of the Associate Interagency Coordination Officer or his/her designated mandated representative(s), the UNV Interagency and Government Liaison Specialist will:
• Assist in the establishment and coordination of close working relations by the UNHCR Sub-Office Gaziantep Interagency Coordination Unit with provincial and municipal officials and technical staff, including Provincial Governors, Deputy Governors, PDMM Directors, PDMM Migration Experts, and municipal technical staff.
• Support the organization and facilitation of the Protection Sector and specific task teams (Legal Counselors Group, Youth Task Team, Key Refugees).
• Provide technical support for capacity-building activities related to coordination for Provincial Migration Boards, technical working groups, and case management groups (CMGs), including preparation of agenda, drafting of minutes, outcomes, and reports, coordination of invitations, and participation.
• Inform the supervisor and/or other senior managers on a continuing basis of relevant information on ongoing interagency and government coordination processes and the operational context.
• Assist in the tracking of evolving issues concerning Syrians under Temporary Protection and Persons under International Protection in Southeast Turkey.
• Support the preparation for different visits and missions to the Sub-Office and by the Interagency Coordination Unit.
• Any other related tasks as may be required or assigned by the supervisor.
Results/expected outputs:
• As an active UNHCR team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including:
• Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for workplan and deliverables.
• Organization and facilitation of technical support to 9 provincial case management groups in Southeast Turkey and other technical groups by December 2024.
• Quality periodic thematic reports and trends analysis on priority issues in the workplan of the Southeast Türkiye Protection sector and task teams.
• In cooperation with the Information Management Unit, develop and maintain data storage and information system of state-led coordination mechanisms in 11 provinces in Southeast Türkiye.
• A final statement of achievements towards volunteerism during the assignment, such as reporting on the number of stakeholder support, activities participated in, and capacities developed.
