Overview of position
Project background:

Within its strategic plan, our client is actively involved in executing engineering & construction projects across South Sudan. These projects encompass a wide range of infrastructure developments, including buildings, roads, ports, airstrips & water protection structures among others. These projects serve the needs of local communities, humanitarian efforts & the organization’s own interests.

Predominantly funded by donors, these projects require a steadfast commitment to delivering high quality, sustainable solutions within specified timelines & budgetary frameworks. The organization’s adherence to rigorous standards underscores its dedication to advancing infrastructure development & fostering positive community impact throughout the region.

The organization plans to construct & / or rehabilitate approximately 400 km of roads in Jonglei state, 250 km in the Greater Pibor Administrative Area (GPAA) & 150 km in Unity state. These projects are scheduled to take place between December 2024 & May 2025.

About the position:

The organization is seeking qualified candidates for the full time position of International Civil Engineer Roads (referred to as ‘Engineer’) for the duration of the project. The Engineer will be responsible for supervising & overseeing the construction of roadways, drainage systems & bridges in the designated locations, ensuring project completion within established time, budget, quality, scope, risk & benefit parameters. Additionally, the Engineer may contribute to the planning, design of roads, bridges & perform other related duties as required.

Role objectives
Under the overall supervision of the Lead Engineer & direct supervision of the Project Engineer, the Engineer will inter alia be responsible for the following non exhaustive tasks:

Supervise, manage & oversee road, bridge & drainage structures construction projects, ensuring quality control, health & safety & environmental compliance on site.

Act as the main technical advisor on site, managing contractor work quality & output.

Provide guidance to contractors, ensuring work complies with design specifications, safety regulations & technical standards.

Organise & attend site meetings, preparing agendas & minutes.

Monitor project performance, establish reporting procedures & ensure timely completion.

Participate in design reviews & provide feedback on technical drawings.

Liaise with internal & external stakeholders for coordinated project execution.

Collaborate with contractors to address design or construction issues & provide technical direction.

Track project progress, meet deadlines & provide regular updates to project management.

Oversee contractor performance & adherence to contractual obligations.

Conduct quality control tests & inspections to ensure project materials & methods meet standards.

Develop project schedules, coordinate resources & ensure timely completion of tasks.

Maintain accurate records of design changes, construction progress & expenditures.

Ensure site meets contractual requirements, including quality & quantity standards.

Supervise junior Engineers & support capacity building efforts.

Oversee engineering surveys for roads & structures.

Assess activities for labour based or mechanized construction methods & advise project management.

In coordination with project management, make necessary design changes based on site conditions.

Review & modify hydrological & drainage designs as needed.

Conduct risk assessments & implement mitigation measures.

Prepare project documentation, including progress reports & change orders.

Draft contractual correspondence & monitor project progress, preparing work plans & meeting minutes.

Monitor construction activities, ensuring compliance with environmental & safety plans.

Review contractor work programs & ensure adherence to timelines.

Ensure construction work meets quality standards & specifications.

Evaluate contractor performance & resources.

Provide clear instructions to contractors & resolve project related issues.

Perform any other tasks assigned by the Project or Lead Engineer.

Project reporting
The Engineer reports directly to the Project Engineer, their service & performance are reviewed at the end of the contract & / or project, whichever comes first.

Key competencies
Essentials requirements:

Bachelor’s degree in civil engineering from a recognized institution & a professional registration as a “Professional Engineer,” “Chartered Engineer,” or an equivalent certification from a recognized national or international regulatory authority.

Minimum of 5 years of experience in coordinating, planning & managing highway, road, drainage structures & bridge design & construction projects.

Proficiency in design & scheduling software like AutoCAD, MicroStation & MS Project.

Expertise in transportation engineering principles.

Strong knowledge of engineering standards, regulations, materials & road construction methodologies.

Experience with international contract formats (e.g., FIDIC) & contract management.

Extensive experience in quality assurance & quality control in road construction.

Skills in report writing, communication & teamwork.

Fluency in English, with strong communication & team collaboration skills.

Ability to manage multiple projects, meet deadlines & work independently or as part of a team.

Willingness to travel & work in various project locations as required.

Desirable requirements:

Postgraduate degree in an infrastructure related field, such as civil engineering, transportation engineering, construction management or project management in addition to the essential qualifications, will be highly preferred.

Experience in administering FIDIC contract documents, with certification through FIDIC training courses is an asset.

Project management certification such as PMP or PRINCE2 is desirable.

Previous experience working in South Sudan & within the UN system is an advantage.

Experience in collaborating with local government staff, contractors & communities to build capacity in the design, construction & maintenance of low volume rural roads, bridges & community infrastructure, including handling community contracting is highly preferable.

This role has no team management responsibility.

Further information
The contract period aligns with the project duration. However, the Engineer’s continuation beyond the project period depends on performance. The organization’s decision in this matter is final.

The Engineers will be stationed on site in a remote location & may work long or irregular hours to meet project deadlines. Travel to various locations may also be necessary. The Engineer will be expected to conduct extensive field visits for extended periods, as required by the project, with prior approval from the Supervisor.
